Double parking has become a persistent and problematic issue in Pasig City, particularly along major roads and busy areas such as Ortigas Center, Kapitolyo, Rosario, and Manggahan. Despite existing laws like Ordinance No. 23, s. 2016 which strictly prohibits illegal parking in designated “no parking” and “tow-away” zones, many motorists, including tricycles and private vehicles, continue to violate these rules. This widespread practice reduces road space, disrupts traffic flow, and creates safety hazards for pedestrians, cyclists, and other drivers. With the growing number of car owners and limited legal parking spaces, especially for those without garage access, double parking has worsened traffic congestion and urban mobility. Data from the MMDA reveals thousands of violations and vehicle tows annually, underscoring the urgent need for stricter enforcement and sustainable parking solutions.

Evidently, double parking is a dilemma in Pasig City that is yet to be resolved by citizens and the local government. Enforcing stricter laws and being sensible to the consequences of double parking will ensure safety and efficiency for everyone including commuters, drivers, residents, and emergency services. Starting now, we must stop parking recklessly and let us abide by parking laws to prevent wasting road capacity, traffic, and accidents.

Actions Plans 

Double parking results in traffic congestion, road hazards, and inconvenience to both drivers and pedestrians. It will focus on educating drivers on proper parking practices and reducing incredibly unsafe roads through enforcement, education, and the establishment of alternative parking. This will provide a reason for drivers to be more responsible and mindful of their actions while allowing pedestrians to walk without the threat of an obstruction. Lastly, this makes transportation a simpler, safer and more organized process within the community.

1. Strict Enforcement - Increase fines, towing, and automated enforcement for double parkers.

2. More No Parking Signage - Clear and visible no parking signage must be located on busy streets and in restricted areas to remind drivers they are not to park or double park in these designated locations.

3. Solutions - Parking designations, carpooling, implementing new traffic management systems, will ultimately lessen illegal parking and double parking.

4. Open awareness - Increase public awareness campaigns about the dangers of double parking; provide clear directions/signage to proper parking areas.

5. Installations - Deploy more enforcers, install CCTV cameras, and use digital ticketing systems to catch and penalize violators consistently.

6. Designated Loading/Unloading Zones – Establish designated areas for deliveries and pick-ups so that vehicles do not continuously double park on busy streets.

7. Barangay Involvement and Reporting System – Advise local barangays to find their own method of policing their areas and give the community a tool, such as a mobile app or hotline to do this.

8. Public Awareness Campaign – Create social media posts, posters and even events with the slogan "Pasig's Streets Deserve a Break" when trying to inform the driving public of the consequences of a double parked vehicle.

Purpose

By signing this petition, drivers are encouraged and reminded to park their vehicles lawfully and in spaces that do not disrupt the lives of other drivers, commuters, pedestrians, and residents. Additionally, the local government is called on to enforce stricter laws where traffic enforcers are deployed and cameras are installed in central locations for efficient monitoring to ticket vehicle owners who double parked.
