Canada should act to end the persecution of Rohingya in Burma

Le Canada doit prendre des mesures pour arrêter la persécution des Rohingyas en Birmanie

1. As a citizen/resident of Canada, I would like to bring to your attention the persecution of Rohingya minorities in Myanmar and ask you to demand the Burmese government to put an end to it immediately.

1. En tant que citoyen/résident du Canada, je voudrais attirer votre attention sur la persécution de la minorité Rohingya en Birmanie et vous demande d’exiger au gouvernement birman de mettre fin à cela immédiatement.  

2. The Rohingya or "the boat people" have been often referred to by the United Nations and other prominent human rights organisations as among "the most persecuted minorities" on Earth. Although they have lived in Burma for generations they do not have rights to earning, basic shelter, education, or even having children. Amnesty international has stated Rohingya Muslims as "subjected to various forms of extortion, arbitrary taxation, land confiscation, forced eviction and financial restrictions on marriage".

2. Les Rohingyas ou «les boat people» ont souvent été décrits par les Nations Unis et par d’autres organisations des droits de l’homme importantes comme étant parmi  «la minorité la plus persécutée» sur la Terre. Même s’ils vivent en Birmanie depuis des générations, ils n’ont pas de droit au salaire, au logement de base, à l’éducation ou même au droit d’avoir une progéniture. Aministie Internationale a déclaré les Rohingyas musulmans comme étant «sujet à différentes formes d'extorsion, de taxation arbitraire, de confiscations de terre, d'expulsions forcées et des restrictions sur le mariage».

3. Ever since Canada opened an embassy in Rangoon in 2014, only once did a Canadian Ambassador officially denounce the persecution of the Rohingya in Myanmar. From then onwards, the number of reported cases of refugees fleeing on boats and perishing in the Indian Ocean have drastically increased, just as there has been an increase in the number of human trafficking camps discovered in areas surrounding Myanmar. Today, 3 years after the 2012 massacre of Rohingya Muslims that allegedly involved both state police and the military, hundreds of thousands of displaced refugees from burned villages continue to live in makeshift camps. International Aid organisations such as Doctors Without Borders that were helping out in these camps have been expelled by the state government thereby leaving all these refugees without potable water, food, sanitation, and basic healthcare. For those who remain in the capital and have not yet been pushed into refugee camps, they are denied citizenship, are not counted in the national population census, and are prohibited from voting in the 2015 elections, even if they did get to vote as citizens in previous elections.

3. Depuis que le Canada a ouvert son ambassade à Rangoun en 2004, à une seule reprise seulement, un ambassadeur canadien a officiellement dénoncé la persécution des Rohingyas en Birmane. Depuis, le nombre de cas rapporté de réfugiés fuyant en bateau et mourant dans l'Océan Indien a radicalement augmenté, tout comme il y a eu une augmentation du nombre de camps de trafic d’humains découverts dans les régions environnantes de Birmanie. Aujourd’hui, trois ans après le massacre de 2012 des Rohingyas musulmans qui a impliqué tant la police d'état que l’armée, des centaines de milliers de réfugiés déplacés venant des villages brûlés continuent de vivre dans des camps improvisés. Les organisations d’aide internationale comme Médecins Sans Frontières qui aidaient dans ces camps ont été expulsées par l’État. Ainsi,  laissant tous ces réfugiés sans eau potable, sans nourriture, sans infrastructures d’hygiène et sans soins de santé de base. Pour ceux qui sont restés dans la capitale et qui n’ont pas encore été déplacés vers des camps de réfugiés, ils sont privés de la citoyenneté, ne sont pas comptés dans le recensement national de la population et n’ont pas le droit de voter dans les élections de 2015, même s’ils ont voté en tant que citoyen dans les élections précédentes.

4. The above facts and numbers may be appalling but we don’t need all of them to take action – simple personal accounts of children separated from their mothers like 13 year old Jubair whose story was captured in NY Times is enough for us to do something. The ethnic prosecution of Rohingya muslims in Burma does not need to wait until a full-fledged genocide, it is already postulated as genocide by several prominent human rights organizations. Neither does it need to wait for extremist attention, as already the ISIS leader has been quoted to have mentioned about the Rohingya in his sermons. It is time that our government takes actions to address this matter.  

4. Les faits et les chiffres ci-dessus peuvent être épouvantable, mais nous n’avons pas besoin de prendre des mesures pour chacun d’entre eux - la simple prise de conscience d'enfants séparés de leurs mères pendant 13 ans comme Jubair dont l'histoire a été raconté dans le New York Times est suffisante pour que nous fassions quelque chose. La poursuite ethnique des musulmans Rohingya en Birmanie n'a pas besoin d'attendre le fait clair d'un génocide, il est déjà postulé comme génocide par plusieurs organisations de premier plan des droits de l’homme. Elle n’a pas non plus besoin d'attendre une attention extrême, déjà le leader  d’ISIS a été cité pour avoir mentionné les Rohingyas dans ses sermons. Il est temps que notre gouvernement prenne des mesures pour discuter de cette affaire.

5. As a Canadian citizen/resident who cherishes the fundamental Charter of Rights and Freedoms, this ethnic & religious persecution in a country where Canada has an embassy is unacceptable to my core Canadian values. I request you to make a public statement to the Burmese government calling for the following:

En tant que citoyen / résident canadien qui chérit la Charte fondamentale des droits et libertés, cette persécution ethnique et religieuse dans un pays où le Canada a une ambassade est inacceptable en vertu de mes valeurs canadiennes fondamentales. Je vous demande de faire une déclaration publique au gouvernement birman en l’appelant à:

a. put immediate measures to end ethnic persecution and discrimination in the country;

a. mettre en place des mesures immédiates pour mettre fin à la persécution ethnique et à la discrimination dans le pays;

b. bring back people fleeing on boats into the Indian Ocean where no neighboring country is willing to accept them;

b. ramener les gens qui fuient dans des bateaux sur l’Océan Indien où aucun pays voisins ne veut les accepter;

c. crack down on human traffickers that sell Rohingya men/women/children into slave labor in neighboring states,

c. sévir contre les trafiquants d'êtres humains qui vendent des hommes, des femmes et des enfants Rohingyas pour le travail d’esclaves dans les États voisins,

d. resettle all displaced people confined in refugee camps by state government authorities back to their original places;

d. réinstaller toutes les personnes déplacées qui sont confinées dans des camps de réfugiés par les autorités gouvernementales à leurs lieux d'origine;

e. give these people their basic rights to earning, shelter, education and living, by reinstating their citizenship.

e. donner à ces gens leurs droits fondamentaux au salaire, au logement, à l'éducation et à la vie, en rétablissant leur citoyenneté.

6. In addition to the above, Canada should take a strong stance against Myanmar and neighboring states of Thailand and Malaysia where mass graves of human trafficking have been discovered and where slave labor on fishing fleets is abundant. Canada must:

En plus de ce qui a été mentionné précédemment, le Canada devrait prendre une position ferme contre le Myanmar et les états voisins de la Thaïlande et de la Malaisie où des cimetières de masse de la traite d’humains ont été découverts et où des gens travaillent comme des esclaves sur des flottes de pêche. Le Canada doit:

f. suspend all economic and political ties with Myanmar until the Burmese government takes concrete actions on items a-e as stated above

f. suspendre toutes ses activités politiques et économiques avec la Birmanie jusqu’à ce que le gouvernement birman prenne des actions concrètes sur les dossiers mentionnés ci-dessus.

g. ban all seafood products in Canada coming from producers in Thailand and Malaysia that are known to exploit immigrant slave labor

7. In making the above statements and taking action on them, I assure that you will not be alone, as several prominent world leaders have already made similar calls recently - including the UN Secretary General Ban Ki Moon, US President Barack Obama, South Africa's anti-apartheid leader Archbishop Desmond Tutu, and his holiness Dalai Lama to name a few. It is high time that the Canadian Members of Parliament including the Prime Minister also make a statement.

7. En appliquant les points mentionnés ci-haut, je vous assure que vous ne serez pas seul puisque plusieurs leaders mondiaux proéminents ont récemment déjà fait des demandes similaires - incluant le secrétaire général de l’ONU, Ban Ki-Moon, le président des États-Unis, Barack Obama, la leader anti-apartheid de l’Afrique du Sud, l'Archevêque Desmond Tutu et sa sainteté le Dalai Lama pour n’en nommer que quelques-uns. Il est grand temps que les membres du Parlement canadien incluant le Premier Ministre fasse eux aussi de telles déclarations.
