Change of Leadership and Direction for Special Education Department in Frisco ISD

The Issue

- The current director, Ms. Cartas, was named in a Houston Chronicle 4 part series as an administrator of Laredo ISD during the time that services were cut for students receiving special education services.

- Ms. Cartas also served 3 other districts named in the expose' as decreasing access to services for special needs students.

- The piece was republished by the Washington Post, Washington Times, Laredo & San Antonio papers as well as cited in several studies on special education law.

- She has a history of making drastic changes with little input from school staff, teachers & families.

- Frisco ISD has lost many amazing special education personnel the past 2 summers. Find someone who has left & ask them why.

- Teachers must go through a chain of command that often takes days to get a response. Parents are left waiting for answers, & many report of never receiving responses at all.

- Teachers last year reported being told class sizes would increase despite increased special education spending by the school board aimed at keeping services & class sizes on par with previous years.

- Those who know students by name & need have no way to advocate but are expected to deliver news of the changes when they had no input.

- Placements made by ARD committees regarding campuses are not being honored.  These changes have occurred without warning, without input of those who know the student's abilities to handle change and without any options allowed to honor the emotional and mental well being of the individual.

- Not all changes are based on the covid situation, but choices made for learning mode are not able to be modified even though campus and dates have changed.

- Families are contacting attorneys & media, potentially creating an increased & unnecessary cost for the district.  Her resignation would save money in the long run & set a precedent of how students of all ages & abilities should have a voice.
