Parents need access to the CWELCC rebate promised by the Ontario government

1 in 6 Toronto daycares did not opt-in to the national child-care program, leaving thousands of parents without promised rebates & fee reductions.
Doug Ford’s Provincial government announced in March 2022 that it had made a deal with the Federal government to participate in the widely-promoted Canada-Wide Early Learning and Child Care Plan. The agreement included a 25% discount on 2022 fees retroactive to April 1, 2022. A November 1st opt-in deadline was imposed for Ontario’s daycare centres to opt in to the CWELCC. Opt-in was a requirement for parents to be able to receive the 2022 rebate that has been promised by all levels of government since the agreement was signed. With the November 1st deadline now passed, many Toronto daycare operators have opted out, leaving thousands of parents out of being able to receive the promised rebate. These parents have been caught in between the Province, which hasn’t yet shared agreement terms beyond 2023, and concerned daycare operators who are being asked to blindly opt in to this program. The Province needs to make good on its promise and distribute this rebate directly to those parents while the remaining terms of the agreement are sorted out.
