Panama City Stinks - Thanks to a Chemical Plant. Let's Fix that.

The Issue

Panama City, FL is experiencing a concerning environmental issue. Residents, workers, and tourists alike are being affected by the noxious odors emanating from a nearby chemical plant located in Springfield. These unpleasant and unsettling smells not only diminish the quality of life but may also pose health risks to the population. 

Given its importance to the community's quality of life, health, and well-being, it's important that local authorities, state environmental agencies, and the management of the chemical plant collaborate to assess, regulate, and effectively minimize the emissions.

This petition was created to spur the city of Panama City, Springfield, and County Commissioners to take action to address the chemical plant smell.  We recommend the following path forward:

  1. Conduct an Independent Air Quality Investigation
    Initiate a third-party air quality study focused on identifying odor-causing compounds.

  2. Publicly Release Findings
    Publish all inspection results, air quality data, and corrective actions in a transparent and accessible format for the public.

  3. Enforce Existing Environmental Regulations
    If violations are found, require corrective action plans with clear deadlines and enforce penalties as allowed under current law.

  4. Require Odor Mitigation Measures
    Mandate reasonable steps to reduce odor impacts, such as improved filtration, scrubbers, covered waste storage, operational changes, or other proven odor-control technologies.

  5. Hold a Public Community Meeting
    Schedule a meeting where residents can speak directly with county officials and facility representatives to discuss findings, concerns, and next steps.
    This can be done at one of the monthly Town Halls or a separate meeting.

  6. Implement Ongoing Monitoring
    Consider installing permanent air quality monitors near residential areas to ensure long-term compliance and accountability.

Panama City's quality of life and natural environment should not be compromised.  By taking immediate action, we can ensure a cleaner, safer environment for ourselves and future generations.
