Oxfordshire County Council's cuts to HIV Prevention and Support Services.

The Issue

Oxfordshire County Council has announced that they plan to completely cut the Community HIV Prevention and Support service provided by Terrence Higgins Trust.



In addition to the initial proposed £50,000 cut, Oxfordshire County Council do not plan to further fund or tender HIV Prevention and Support post April 2016.

 This means that there will be no Community HIV Prevention and Support Service in Oxfordshire in the new financial year.

HIV continues to be a serious health condition in the UK.

Terrence Higgins Trust have delivered services in Oxfordshire for 16 years and currently offer a range of free and confidential services across Oxfordshire including:

  • Face to face support, sexual health information and resources.
  • Outreach to provide information, advice and safer sex resources in a wide variety of areas, venues, events and online.
  • Long term condition management for individuals, families and communities living with HIV including complimentary therapy and respite care.
  • Training for the community, local stakeholders and service providers on sexual health and HIV. 
  • Advocacy and support for marginalised individuals and communities affected by HIV stigma or poor sexual health and well-being. 

HIV in the UK

  • An estimated 103,700 people are living with HIV in the UK. Of these, 17% are undiagnosed and do not know about their HIV infection.
  • There were 6,151 new HIV diagnoses in 2014.
  • Two-fifths (40%) of people diagnosed with HIV in 2014 were diagnosed late, after they should have already started treatment.
  • Of new HIV diagnoses in 2014, 55 per cent were among men who have sex with men (MSM).
  • Just over one in four people (27 per cent) living with diagnosed HIV is aged 50 years or over.
  • There has been a 2 per cent decrease in testing at sexual health clinics over the last year.
