Overturn Electronic Visit Verification (EVV) with GPS for Home Care

Overturn Electronic Visit Verification (EVV) with GPS for Home Care
The Issue
In dealing with the realities of home care services, my experience has revealed that the implementation of the Electronic Visit Verification (EVV) system, specifically the use of GPS tracking, presents more disadvantages than advantages. The intention behind EVV may have been to enhance transparency and accountability, aiming to ensure that caregivers are fulfilling their duties. However, the intrusive nature of constant GPS monitoring can lead to privacy invasions and adds significant stress for both caregivers and clients.
Numerous caregivers have reported feeling dehumanized and distrusted with the constant tracking of their locations. This lack of trust damages the caregiver-client relationship, which is fundamentally built on trust and respect. Furthermore, this obligatory tracking does not consider the real-world unpredictability of home care services, where life circumstances, traffic delays, or sudden schedule adjustments are part of the day-to-day scenario. For caregivers, this means unnecessary stress and potential penalties for issues beyond their control.
For clients receiving care, the presence of GPS tracking may evoke feelings of intrusion in what should be a safe and comfortable environment. Home care should be about providing compassionate, personalized care, not turning homes into monitored zones. The focus should be on the quality of care, not the precision of location tracking.
The financial cost of implementing and maintaining this system is another significant drawback, which could otherwise be allocated to benefiting home care services directly, such as training programs or better compensation for caregivers. The merits of EVV must be critically examined against these substantial concerns to discern its true value.
Therefore, I urge decision-makers and stakeholders in the healthcare system to reconsider the mandate of Electronic Visit Verification with GPS tracking. Alternative solutions could be explored that ensure accountability without infringing on privacy or trust, such as digital check-ins or biometric verifications at the start and end of visits. Let us prioritize the dignity and privacy of both caregivers and clients in the home care sector.
Please support this cause by signing the petition and advocating for a review and reform of the current EVV system.
