The Issue
I am a local business owner in Safety Harbor, FL, operating a bar/restaurant that has been a hub for live music and community gatherings. Our establishment not only provides entertainment but also supports local musicians by giving them a platform to perform. However, recent enforcement have halted outdoor live music performances, impacting our business and the local music scene. The city of Safety Harbor ordinance regarding outdoor entertainment clearly states “no loud and raucous noise between the hours of 11pm to 7am” unless during regular hours outdoor music is considered to be loud and raucous. But what is the measurement of consideration of “loud and raucous?” The city stated in a commission meeting to folks that have complaints to simply call the Pinellas County Sheriffs Office. This has basically has allowed any of the folks unhappy with the outdoor live music and believe at their discretion it is ‘loud and raucous’ to use resources and call deputies out at times such as 3:30pm on a Sunday, 7Pm on a Friday, and 9pm on a Saturday which in fact recently a citation was issued at 9:15pm. Our venue doesn’t have a hard rock band on a 10:45pm but simply a variety of music mostly including easy listening reggae on a sunday afternoon.
Outdoor live music is more than just entertainment; it contributes significantly to the cultural fabric of our town. According to the National Association of Music Merchants (NAMM), the U.S. live music industry was valued at $10.4 billion in 2019, demonstrating its economic importance nationwide.
Moreover, studies show that listening to live music can reduce stress and increase feelings of well-being (American Psychological Association). These benefits are crucial now more than ever as we navigate these challenging times.
We urge our city officials to reconsider their stance on outdoor live performances. Let's work together towards a solution that supports both public health and our vibrant local culture.
