Background:
From the executive summary of the Plamann Park Master Plan:
 
“In 2018, Outagamie County established the need for developing long-range master plans for specific parks within the County park system. Plamann Park was one of those parks selected for development of a Master Plan.  The Plamann Park Master Plan describes the current physical conditions and utilization of current amenities including open space, nature areas, walking trails, athletic fields, roadways, parking, and other existing park resources found in Plamann Park. The plan also includes a review of facility needs and requirements to meet current and anticipated demands as well as laying out the vision and capital improvement plan for comprehensive future development.
 
The planning process included a review of the existing conditions through an on-site inventory and meetings with staff. Topography, drainage, site circulation, utility locations, and environmentally sensitive areas have been reviewed and evaluated to identify the impacts of future planning and development efforts.  Needs criteria were gathered by holding several public input meetings, publishing a community survey, and gathering input from staff and user groups. Conceptual plans were reviewed by county staff with critical input from the public and user groups. A preferred concept was developed, and after final review by county staff, the final master plan was published.”
 
Comments:
Several concerned citizens reviewed the final draft of the Plamann Park Master Plan, and all of the supporting data including maps, surveys, community input etc.  In this review of the document it is noted that the Vision, Goals & Objectives and Guiding Principle statements all reference the need for the park improvements to be ecologically responsible and environmentally sustainable. Unfortunately, the actual text of the Master Plan, the point by point list of proposed changes (section 1.6 of the document), makes no mention on how the environmental goals, the need to preserve, enhance and maintain the natural areas of Plamann Park, might be accomplished.
 
Request:
We the undersigned respectfully request that the Plamann Park Master Plan and budget be updated to include specific plans for the preservation, enhancement and maintenance of the park’s natural areas, including but not limited to:  green space, woodland and prairie areas, streams and the natural (unpaved) hiking trails.
