•Youth who are not in school. The term "out-of-school youth" refers to either (A) an eligible youngster who has dropped out of school or (B) an eligible youth who has earned a secondary school diploma or its equivalent but is underemployed, unemployed, or lacking in fundamental skills.

•Children and young people who are not in school have poor quality of life, poor social and life skills, and behavioral issues. Poverty, poor academic performance, and behavioral problems that lead to school dismissal are the factors.

•Many of the foundational elements of basic education, such as life skills and basic health information, are lost on young people who do not attend school or who leave school too soon. These young people are susceptible to false information from untrustworthy sources.

•In general, females are far more likely than boys to be absent from school, which reflects their increased susceptibility to the main causes of subpar educational performance, such as poverty, political unrest or instability, a lack of easily accessible facilities, and a lack of educationally related economic prospects.

•The Abot-Alam Program was launched nationwide in September 2014 with the National Youth Commission (NYC) to map out of school youths (OSYs) and provide them necessary program interventions in education, entrepreneurship, and employment.
