Our Water, Our Future: Back the "H2O - Headwaters to Opportunity" Project in San Marcos

The Issue

H2O: Headwaters to Opportunity

San Marcos is at a crossroads. Our precious San Marcos River and our community's future are facing increasing pressure from development that doesn't align with our values or long-term well-being. Resource-intensive industries like warehouses and AI data centers threaten our water supply, strain our environment, and offer too few of the high-quality jobs our residents deserve.

It's time for a smarter, more sustainable path forward. We call on the San Marcos City Council to champion "H2O - Headwaters to Opportunity" – a bold initiative to establish our city as a thriving hub for water technology, innovation, and sustainable economic growth.

The "H2O - Headwaters to Opportunity" vision is about:

  • Leveraging Our Unique Strengths: Leveraging the San Marcos River, the expertise at Texas State University, and the vital research from The Meadows Center for Water and the Environment (including initiatives like the Mathis Program for Environmental Water Economics).
  • Attracting High-Quality Jobs: Focusing on industries that create well-paying, skilled careers in research, development, advanced manufacturing, and management within the burgeoning water technology sector – jobs that offer stability and pathways for advancement.
  • Ensuring Environmental Stewardship: Prioritizing businesses that are good environmental stewards, use resources wisely, develop solutions to protect our river and aquifer, and contribute to a healthier planet.
  • Building a Resilient and Diversified Economy: Moving beyond a reliance on low-wage sectors or environmentally taxing industries, and instead building a future-proof economy rooted in innovation, expertise, and sustainability. This means attracting businesses that are less water-intensive and less energy-demanding than proposed AI data centers, and which offer more significant community benefits than large-scale warehousing.

Why is this critical now?

Our city is being targeted for developments that offer minimal long-term benefit while posing significant risks to our water security, environmental health, and community character. The "H2O - Headwaters to Opportunity" initiative presents a proactive, positive alternative that aligns with the City's own stated goals of fostering "environmentally sustainable industry" and "technological excellence."

By signing this petition, you are urging the San Marcos City Council to take concrete actions:

  • Prioritize Water Technology: Make "H2O - Headwaters to Opportunity" a central pillar of the city's economic development strategy and clearly direct the Greater San Marcos Partnership (GSMP) to focus on attracting and cultivating businesses in this sector.
  • Adapt City Planning & Zoning: Update comprehensive plans, zoning ordinances, and public works investments to create an environment where water technology businesses can flourish. This could include establishing a dedicated "Water Innovation District" or "Blue Tech Park."
  • Invest Strategically in Supporting Infrastructure: Direct resources towards infrastructure (e.g., "shovel-ready" sites with appropriate utilities, potential for shared research facilities) and initiatives that support R&D, manufacturing, and commercialization in the water technology sector.
  • Strengthen and Formalize Partnerships: Enhance and invest in collaborations with Texas State University (Meadows Center, EARDC, relevant academic departments) to build a robust water innovation ecosystem, from research to workforce development.
Align Incentives with Vision: Ensure that City incentive packages are clearly targeted to support water technology companies that meet high standards for job quality, environmental sustainability, and local investment.

San Marcos deserves an economic future that reflects our community's values, protects our natural treasures, and provides real opportunities for its residents. Let's tell our City Council to seize this moment and champion "H2O - Headwaters to Opportunity"!

Sign today to help build a cleaner, smarter, and more prosperous San Marcos for generations to come.
