Oregon Senate Bill 71 criminalizes the recreational use of radio-controlled model aircraft used by hobbyist to capture images or video while in-flight. Aerial photography and videography is a fun and educational recreational activity that is important to the people who are involved in the hobby. Oregon Senate Bill 71, designed to prohibit the use of "drone" aircraft, is overly-broad and unduly restrictive. It would criminalize individuals who act responsibly and pose no threat to the people of the State of Oregon. It is an ill-advised Bill and should not be enacted without substantial revisions to narrow its scope and create an exception for responsible hobbyists who use their aircraft consistent with the existing guidelines created by the Federal Aviation Administration.
