The evictions "will only move those people to other locales."
Homelessness is involuntary when "the county can't offer even temporary housing to all its homeless people."
The few shelters in Orange County are horridly cramped, and "one of the biggest shelters, at the former bus terminal, is an open-sided parking structure wrapped in plastic."
The County is paying for too many caseworkers and offering too few beds; "placing a homeless person in one of the county's overnight shelters is not much of a solution."
While the County justifies clearing the trail as a matter of safety, "can argue that clearing out the river trail is a matter of safety, but there's nothing safe in turning out homeless people to search for another park — or riverbed."
