Opposition to rezoning for SHEETZ STATION at Chagrin Blvd. and Mercantile Road
The Issue
Sheetz has proposed building a gas station/convenience mart/ beer cave at the intersection of Mercantile Road and Chagrin Blvd, the entrance to Commerce Park. The Beachwood City is considering rezoning this parcel of land from commercial business use to auto service use.
Key Concerns About the Proposed 24-Hour Sheetz Gas Station and Convenience Mart/Beer Cave at Commerce Park
· The proposed 24-hour Sheetz Gas Station and Convenience Mart/Beer Cave raises serious safety concerns. The Mayfield Road Sheetz location has recorded over 100 police incidents in 2024 (the first year of its operations), and over 200 police incidents in 2025, including a shooting.
· If the proposed Chagrin location operates similarly, it risks becoming a nuisance neighbor, introducing increased policing demands, loitering, noise, and disruption at all hours.
· Traffic congestion on Chagrin Blvd. and Mercantile Road is already severe. Adding continuous traffic from gas station customers, delivery trucks, and tanker refueling vehicles will worsen gridlock and increase accident risk at an already strained intersection.
· The site poses significant ingress and egress challenges for large tanker trucks and delivery vehicles, which could create safety issues and further traffic delays in the surrounding business park.
· The introduction of a 24-hour Sheetz Gas Station/Convenience Mart/Beer Cave at Commerce Park’s entrance is inconsistent with the professional image and established business character of Commerce Park.
· A Sheetz Gas Station/Convenience Mart/Beer Cave is not a like-kind use for Commerce Park. It is fundamentally different in nature and intensity from the existing business and commercial office uses that define the area.
· Allowing this rezoning would set a troubling precedent for other properties in Beachwood, weakening zoning integrity and potentially opening the door for more incompatible developments citywide.
· This use is not the highest and best use for such a prime site. It offers minimal employment opportunities and relatively low payroll tax revenue compared to office, research, or high-value commercial tenants.
· The addition of this use would likely devalue nearby commercial properties, reducing both property appeal and long-term tax revenue for the City of Beachwood.
Simply put, this proposal does not reflect the vision or standards of a desirable, forward-looking business park community.
