Opposition to Public Lands Sales in Budget Reconciliation

The Issue

Dear Senators Crapo and Risch,


We, the undersigned Idaho-based 4x4, OHV, and motorized recreation organizations, businesses, and advocates, write to express our strong opposition to any provision in the current budget reconciliation bill that would authorize the sale or transfer of federal public lands.


Motorized recreation — including four-wheel drive travel, ATV/UTV use, dirt biking, and overlanding — is a defining part of Idaho’s outdoor lifestyle. It fuels tourism, connects families to the land, and is a critical economic engine for rural communities.


According to the Idaho Department of Parks and Recreation, OHV users contribute more than $1 billion annually to Idaho’s economy. For many, access to federal public lands is not optional — it is the only means by which Idahoans can enjoy the outdoors, maintain historic routes, and participate in events that sustain small towns.


The proposed sale of federal lands through the budget reconciliation process sidesteps public engagement and threatens permanent loss of access for Idahoans who rely on these lands for work, recreation, and connection to our state’s heritage.


While we support responsible land management and solutions for housing and infrastructure, the Federal Land Policy and Management Act (FLPMA) already provides a transparent process for evaluating land disposal. Circumventing this process in a budget bill is shortsighted and reckless.


We urge you to oppose any measure that includes the sale of federal public lands through reconciliation. Once lost, these lands—and the access they provide—cannot be recovered.


We stand ready to work with you on responsible, community-driven land management solutions that respect Idaho’s outdoor traditions and future generations.
