The Issue
OPPOSITION TO BRIGHTMARK CIRCULATORY Center-Thomaston LLC
WHEREAS, The Board of Commissioners of Upson County are charged with the health and welfare of the county,
WHEREAS, The Thomaston/Upson Industrial Development Authority has issued an Industrial Development Revenue Bond, to be held by the Authority, for the purpose of a plastic recycling and conversion facility in the amount of $879 million, to purchase land, construct the facility, and to purchase equipment, etc. needed to, in turn, lease back to Brightmark Circulatory Center of Thomaston, a Delaware based LLC.
WHEREAS, Other cities and counties in Georgia have rejected this company due to financial and environmental problems, and not being able to meet requirements set in their agreements.
WHEREAS, The CITIZENS of Upson. County, Georgia are concerned about the technical and economic feasibility of chemical recycling, as it is uncertain and unproven to the fact that major investors like Shell Oil Company have stopped investing in the practice.
WHEREAS, We believe the quality of life, our environment, safety, and integrity of our county far OUTWEIGHS the proposed economic impact projected by this project.
WHEREAS, This type industry has had and have posed hazardous, environmental and dangerous events in their local area and areas along the transport routes. These events have endangered the public, emergency personnel and employees. Our local fire services do not have the equipment, personnel, nor training to combat a major event.
WHEREAS, In such an event, consider the effects to other local industries, regional airport, the agricultural industry, and effects on real estate values.
WHEREAS, Many Attorney Generals in the U.S. have already brought lawsuits against these type facilities and investors for false information and deceptive practices to the public. Example: State of California vs. Exxon Mobile—$20 billion just recently.
WHEREAS, The undersigned CITIZENS of Upson County, Georgia hereby want the Upson County Board of Commissioners to OPPOSE the Brightmark Project locating in Upson County, Georgia.
WHEREAS, We hereby request a public declaration to be made at the next regular meeting of Board of Commissioners by each individual commissioner as to their support or opposition of this project.
