I am writing to formally express my strong opposition to the proposed zoning by-law amendment application regarding 27 Fourth Avenue, Sudbury, which seeks to change the zoning from R1-5 (Low Density Residential) to R3(S) (Medium Density Residential Special). The file number for this application is PL-RZN-2026-00012.
Currently, 27 Fourth Avenue is zoned R1-5, which allows for low-density residential development, preserving the character and integrity of our community. I, along with many other residents, believe that transforming this area into a denser, eight-unit development will significantly impact our neighborhood's environment and infrastructure. The charm and appeal of our neighborhood largely stem from its low-density residential setup, providing a safe, peaceful, and friendly environment for families and community members.
The proposed rezoning and development would not only disrupt the aesthetic appeal and peaceful vibe of our neighborhood but could also lead to increased traffic, noise, and demand on public resources like water, electricity, and waste management. “Given the already severe traffic congestion in our neighborhood, I must stress the tragic incident that occurred on May 19th at 3:30 p.m. A young girl was hit and killed on Second Avenue. This heartbreaking event further underscores the urgent need to address traffic issues before another life is lost.
There are also concerns about parking and the ability of emergency vehicles to access the area efficiently. The cumulative impact would undoubtedly strain our current infrastructure, reducing the quality of life for all residents.
Moreover, the addition of medium-density housing in an area designed for low-density could potentially reduce property values, deter new families from moving into our neighborhood, and alter the community's culture and cohesion. The proposed shift goes against the planning objectives originally set for this area, which aimed to maintain a low-density, residential living environment.
We urge the Planning Services Division to consider these significant concerns and decline the application to rezone 27 Fourth Avenue. Maintaining its current designation of R1-5 preserves the character of our community, ensuring continued safety and stability.
