The Issue

We, the undersigned residents and stakeholders of the greater Sienna community, respectfully but firmly oppose the proposed amendment to Sienna PD-8, which seeks to rezone approximately 15.76 acres of land—from its original designation for commercial use to a place of assembly/religious facility.

While we unequivocally respect the right to religious freedom and worship, our concerns lie with land use, planning integrity, traffic safety, infrastructure capacity, and the preservation of the community’s original vision. Our position is based on the following key points:

🔴 1. Violation of Original Community Planning Principles
Sienna PD-8 was originally designed to promote a balanced mix of residential, commercial, and public amenities. Rezoning this parcel for single-purpose assembly use undermines that balance and the long-term sustainability of the master plan, which was developed to support diverse, accessible, and harmonious living for all residents.

🚧 2. Traffic Congestion and Safety Concerns
Traffic is already a critical issue in Sienna, particularly during school hours and weekends. Roads such as Sienna Parkway, McKeever Road, Waters Lake Blvd, and Sawmill Lake Drive are consistently overburdened.

Residents near the Sawmill Club report 30-minute delays just to exit the neighborhood during peak hours—a situation that will be worsened by the proposed development.

The facility will bring:

High-volume, concentrated traffic on evenings, weekends, and holidays

Overflow parking on narrow residential streets

Increased congestion at already stressed intersections and school zones

Delayed emergency response and restricted mobility

🏗️ 3. Residential Growth Outpacing Infrastructure
While new homes are being constructed at record pace, the supporting infrastructure has not kept up. Sienna is facing:

No new access routes or major road expansions

Overloaded and under-maintained roads

Inadequate traffic control systems and turning lanes

Adding a high-capacity religious facility without necessary traffic or safety upgrades is short-sighted and dangerous.

🏬 4. Broken Promises on Commercial Development
Sienna was marketed as a master-planned community with commercial conveniences like grocery stores, retail centers, and restaurants. Yet:

Commercial development has not kept pace with residential growth

Basic amenities remain limited

Residents must leave the community for daily needs, exacerbating traffic

Repurposing land originally zoned for mixed use—meant to fulfill these promises—further erodes the trust and expectations of homeowners.

🎓 5. Lack of Educational Infrastructure
Despite the population boom, many high school students must commute outside of Sienna, creating inconvenience and additional traffic for families.

Residents question: Why pay premium taxes and HOA fees in a “master-planned” community that fails to deliver the foundational benefits it promised?

⚠️ 6. This Is Not the Master Plan We Were Promised
Parents face long drives to reach schools and shops

Daily traffic burdens have no meaningful solutions in sight

Land use decisions no longer reflect resident needs or planning integrity

Promises made to homebuyers are being quietly disregarded

🛑 We Oppose the Proposed Rezoning
We respectfully urge that this request be denied, for the following reasons:

It contradicts the original Commercial designation of the parcel

It will exacerbate traffic congestion and safety risks

It continues the trend of prioritizing unchecked development over community well-being

It ignores the need for schools, roads, and infrastructure

It damages public trust in Johnson Development’s commitments

⚖️ 7. Precedent and Equity
Approving this amendment could set a dangerous precedent. Granting zoning variances for selective interests risks compromising equity, transparency, and long-term planning discipline across Sienna. Today's decision could open the door to larger, more disruptive developments in the future.
