The council chambers were filled to the brim last night with community members ready for the first public hearing for the 2025 Comprehensive Zoning Review, directly in front of the County Council. County Executive Bob Cassilly introduced legislation, Bill 25-002, with the newly proposed zoning maps.

For context, most rezoning requests have been suggested as "no change" to current zoning. Out of 65 rezoning requests, 8 have been unanimously amended to suggest granting their request, or some variation of it. Additionally, 12 parcels have conflicting decisions between the PAB and P&Z which have proved to be a hot debate last night. Officially, the legislation is reflecting that 18 out of the 65 properties will receive their rezoning request, or at least part of it. That is, of course, as long as the County Council votes to affirm the legislation. They have the final say. The two properties bringing out the largest crowds were:

  • F-002: A request for 50+ acres of AG to be rezoned to Commercial, at the intersection of MD-136 & 543 
  • D-018: A request for 70+ acres of the Harford County Airport to be rezoned, expanding the local airport's capabilities 

There were 45 speakers, and each had 3 minutes to speak to the County Council. I was the only speaker on E-009, but don't let that discourage you. I proudly referenced the 503 citizens who signed this petition and echoed their sentiments that perfectly aligned with the Planning and Zoning Review, the main review that the County Council relies on to make their vote. 

The final public hearing is next Tuesday, April 8th. As of now, there are no proposed amendments to E-009's current zoning of AG. This is promising news. I have contacted the Chief of Community Relations to confirm when the final vote will be. I am happy that the end is in sight.
