
The Director's Report has been posted and all Comprehensive Zoning Assessments are complete. County Executive Bob Cassilly stated in a 3/5/25 email that "last week I sent draft legislation that approves all or part of 18 out of 65 requested zoning changes to the County Council. The council will hold hearings on April 1 and April 8 before making the final decisions." Although he has not stated which properties are drafted in his legislation, the assessment reports are very telling.
For E-009, studies and assessments were completed by various county offices to ultimately have the Department of Planning Zoning recommend no change to the current zoning of AG. The issues identified in the assessments aligned with the issues posed in this petition. Cited in the report includes:
- Being outside of the development envelope, and the requested rezone would go against the land use map
- Parks & Rec cited negative impacts and Public Works cited access issues from Prospect Mill and MD 22
- Public Works also stated that there are "no plans for this property to be served by public water or sewer"--a requirement for a subdivision of the proposed size
- several significant environmental concerns such as the existence of wetlands, green infrastructure, and an MDE designated Tier II watershed
- the property contains an inventoried historical structure and borders the newly historic-designated property of Tudor Hall
Additionally, the assessments propose that "due to the property size, environmental and agricultural features of the property, land preservation options should be explored."
This is positive news and a major step in the right direction as we look forward to attending the April public hearings in front of the County Council. Thank you all for the continued support!
