Oppose the fuel terminal near Hockley, Texas

The Issue

TCEQ Permit No 180764 

We, the undersigned residents and property owners of Hockley and the surrounding communities, respectfully oppose the construction and operation of the proposed Northwest Houston Terminal, being developed by JDFM ZUBE LLC in partnership with Magellan Oil Company, near our residential and agricultural properties.

This terminal is proposed in an extremely sensitive location. It will sit alarmingly close to Roberts Road Elementary School and will share a fence line with Arbor Church and a residential home. Placing a hazardous industrial facility next to a school and a place of worship creates serious safety concerns for children, families, and everyone who gathers in these spaces. The risks of fire, hazardous fumes, increased emergency vehicle traffic, and potential evacuation scenarios are unacceptable near institutions that serve the most vulnerable members of our community. 

Our concerns are serious and based on the direct impact this facility will have on our safety, environment, property values, daily life, and long term wellbeing. We ask the reviewing agencies and elected officials to consider the following:

Safety Risks


The Northwest Houston Terminal involves the storage and transfer of flammable and explosive materials. Placing such activities next to homes, farms, a church, and an elementary school raises significant concerns regarding fire risk, shelter in place events, emergency response times, and long term hazards. In the event of an accident, children and families would have very limited protection or evacuation routes.

Environmental and Health Impacts


Terminals of this type can release fumes, particulates, and pollutants into the air on a daily basis. Increased diesel truck traffic will worsen air quality for children who play outdoors, people with asthma, and animals that live on nearby properties. Long term exposure to these emissions is known to carry health risks. In addition, many residents in this area rely on private well water, and any spills, leaks, runoff, or soil contamination associated with this terminal could threaten groundwater and contaminate our drinking water supply. Once well water is impacted, the health and safety consequences can be long lasting and difficult to reverse.

Drainage and Flooding Issues


This area already struggles with drainage. Any elevation changes, concrete walls, or altered water flow could create major runoff problems and cause flooding on neighboring properties, impacting homes, farms, and school grounds.

Noise and Traffic


Continuous truck activity, equipment noise, and night operations would severely disrupt the peaceful rural environment of this community. This affects the quality of life for families and the wellbeing of livestock. Increased heavy truck traffic also creates dangers for school traffic patterns and church gatherings. 

Impact on Property Values

The presence of an industrial fuel terminal can significantly reduce property values for nearby homeowners and landowners, making it difficult to sell or develop property in the future. Families who invested their life savings into this community will pay the price.

Lack of Community Awareness and Input


Many local residents were not aware of the initial public notice dates and did not have a fair opportunity to participate in the first comment period. A project of this scale demands full transparency and meaningful community involvement.

We respectfully request that the reviewing agencies deny the permit No 180764. We also request a formal public meeting so affected residents can present their concerns. Our homes, our land, our school, and our community deserve careful consideration.

We ask the responsible authorities to protect our neighborhood and uphold the standards that keep residential areas safe from incompatible industrial development.

Our office has been monitoring this issue and wanted to let you know that the TCEQ has posted notice that they will hold a public meeting regarding this permit.
