Oppose the extra-territorial jurisdiction project in Stem, NC

The Issue

The town of Stem is attempting to put in place an extra-territorial jurisdiction (ETJ) of 1 mile extended from it's corporate boundary. This proposed ETJ zone is not just drawn out from downtown Stem, but from the Prestwick Community as well, which they also consider to be Stem corporate limits. (a map of the proposed ETJ can be found on page 24 of the "Town Plan 2040" slideshow link listed below.)

Extraterritorial jurisdiction (ETJ) is the legal ability of a government to exercise authority beyond its normal boundaries.

The "claim" from Stem City Council is that this ETJ will in no way impact current land/homeowners included in the jurisdiction. However, their adopted "Unified Development Ordinance" states otherwise. Direct quote:
"Unless exempted by state law or this ordinance, this ordinance shall apply to lands and structures within the Town of Stem corporate limits and any extraterritorial jurisdiction (ETJ) boundary established pursuant to state law."

Should you decide you do not want to be told what you can and cannot do on your land, by a council that you cannot vote for, please sign in opposition of this project. Furthermore, please consider going to any public hearings in the future to voice concerns to both Stem Council and our County Commissioners.
