Oppose TACS/DDOT's Proposal to make 28th Street NW One-Way Northbound
The Issue
Do you live, walk, drive, bike, and rely upon on-street parking in the area addressed by the Traffic Access and Circulation Study (TACS) for Georgetown (including, but not limited to 27th, 28th, 29th, Olive, N, Dumbarton, O and P Streets NW)? Did you know the TACS/DDOT proposal includes a recommendation to turn 28th St NW into a one-way, going NORTHBOUND from M to P Street NW?

Attention TACS & DDOT:
As residents living on and around 28th Street NW, we will be immediately impacted by changes in existing traffic patterns as well as affected by the DDOT proposed changes for the neighborhood. The TACS/DDOT proposal includes a recommendation to turn 28th St into a one-way, going northbound to P St. This recommendation exacerbates an already hazardous situation, rendering it untenable for those of us who live here.
For years, residents have reported the traffic congestion, illegal loading/unloading, illegal food delivery parking, lack of parking spaces for residents, noise pollution, and aggressive driving from drivers using 28th Street, NW Northbound as an off-ramp and shortcut off of M Street NW through the residential streets of Georgetown. Making 28th Street one-way northbound would increase the volume of traffic and encourage speeding and parking on residential streets, making the area even more dangerous than it already is.
Currently:
- Speeding and aggressive driving have made the area hazardous for pedestrians who are residents, as well as tourists and commercial visitors. The neighborhood is home to several families with children and a federal park encompassing two playgrounds, as well as a basketball court, tennis courts and baseball fields – all of which children use daily.
- There is extreme noise pollution at all hours, and is the result of excessive noise from cars racing throughout the neighborhood, as well as the excess cars parking on the neighborhood streets eating in their cars and playing loud music, especially late at night.
- Illegal parking, and thus congestion, makes it difficult to navigate turns onto/off of M Street, as well as negotiate parking.
TACS recommendations for a one-way northbound on 28th street would make the above existing problems even worse. As residents of D.C., we insist that the D.C. government preserve our neighborhood and streets while protecting our residents and visitors.
Specifically, We/I assert that:
1. Residential streets should not be turned into commuter roads or cut-through traffic as this is a safety issue as well as a quality of life issue - remove the one-way recommendations between M street and P Street as no comprehensive impact study was done.
2. Speeding and illegal loading/unloading/food delivery/parking must be addressed immediately - add speed bumps on 28th and 29th and enforce illegal loading/illegal food delivery/illegal parking at 28th/M Street.
3. Any decisions on one-way streets off of M street should be implemented once a comprehensive study of the future plans for bus lanes/bike lanes/etc., is complete, and a comprehensive data-driven study of the second effects on the entire neighborhood is done; beyond M Street, DDOT must account for the impact to 28th and 29th when rush hour lanes are no longer offered on Rock Creek Parkway (DDOT is project partner).
4. Any changes to existing traffic patterns that have an adverse effect on the residential community are unacceptable. A one-way network in Georgetown should be designed by DDOT to make residential streets for residential use.
5. DDOT must coordinate with other departments, like DPW (parking enforcement) and MPD (late night noise), to address the on-the-ground issues our neighborhood faces on the streets managed by DDOT, especially 28th Street.
