Oppose Proposed Change To Livestock Ordinance!! - Adams County, IN

The Issue

Adams County, your help is needed.  THIS PERTAINS TO PROPOSED CHANGES TO THE LIVESTOCK ORDINANCE, WHICH COULD POTENTIALLY CARRY OVER TO OUR SOLAR/WIND ORDINANCES.  Currently there is a proposal that is trying to be pushed through to change Adams County’s current ordinance that states 1-70 head of animals is a hobby and no permits or setbacks are required.  Per 71- IDEM number (which varies by species, 300 cattle 600 swine) is our current county permit and it has no manure regulations that the county can enforce, but it does require a 1320’ setback from residents. If a producer wants to build closer than 1320’ they currently must go to the BZA and request a variance, and the homeowner can speak at the meeting and voice their opposition. Current ordinance gives the rural homeowner a voice!   They are wanting to change the 70 head threshold to 200!  So, up to 200 head, would be a "hobby", and the only setback is 100’ from YOUR property line. Eliminating the 1320’ setback for homeowners!  So, for example, someone could go 100’ from your property line in the field beside you, and build a 200 head livestock barn, and you would have no legal right to challenge it. Furthermore, there would be no manure management plan required. Currently IDEM requires 1 acre of land for manure for every 5 head of cattle, so 200 head would technically need 40 acres, but this proposal has ZERO manure management requirements.   How is this acceptable to the sewer board and the commissioners that is requiring numerous residents in rural towns to pay $100 a month for sewage due to water quality issues, yet this would allow up to 200 head of livestock within 100’ of your property, with no manure management in place??  Runoff would be on your property and affect everyone’s water quality.  Please help!  Every rural homeowner should be alarmed by this if they do not have some control to the adjacent land to their property. Who wants to be 100’ from a livestock facility for up to 200 head of livestock, plus one without any required manure management in place!  200 head of livestock is a commercial facility, not a "hobby".  We need to retain the ordinances we currently have!  Please attend the meeting July 17 @ 7 and please sign this petition!!  We need you at this meeting!!  Plus, who knows, this could open a can of worms with solar/wind ordinances wanting similar set-backs in the future!
