Oppose Our Lady of the Holy Souls Church Parking Lot

The Issue

The Hillcrest neighborhood is cherished for its rich diversity, beautiful turn-of-the-century homes, walkable streets, and strong sense of community. Our Lady of Holy Souls Catholic Church is currently appealing a decision by the Little Rock Planning Commission, which voted to deny a special use permit for a new parking lot on N. Tyler and N. Harrison streets—an area that includes a long-standing garden and two historic homes.

The proposed lot would be used for just one to two hours each week, yet its presence would permanently alter the character of this beloved neighborhood. The parking lot would remain even when not in use, impacting nearby residents and undermining the area's residential charm. Not to mention the environmental impact of removing green space and the already problematic water runoff when it rains.

The parking lots are already empty during many events, while the surrounding streets remain full. (The above photo was taken on a Saturday when cars were parked along N. Tyler, but the back parking lot was practically empty.) This suggests the issue is not a lack of parking but a preference for convenience, at the neighborhood’s expense.

The Little Rock City Board of Directors will vote on this permit on Tuesday, May 6. If you care about preserving Hillcrest's unique and welcoming spirit, we urge you to sign this petition opposing the parking lot. Every voice makes a difference.
