The Issue
As a proud resident of Liberty Township, you are one of the many people who would be directly affected by the potential annexation of our community by the town Plainfield. This change is proposed in Indiana's House Bills #1472 and #1473. These regulations threaten to uproot our community and compromise the way of life we hold dear.
Annexation often brings about a shift in local governance, school systems, and taxes. While these changes may be perceived as beneficial in certain respects, it's crucial to remember that they're often accompanied by unexpected consequences. Consider the impact on Liberty Township's community services, for instance, including the school system. Our township, with its unique needs and values, would be absorbed into a larger entity with a potentially mismatched set of priorities. This fearsome potentiality isn't just our problem, it could also disrupt communities in similar situations across Hendricks County.
It's also noteworthy that such regulations tend not to be representative of the communities they affect. We, the residents of Liberty Township, have not been offered a vote or a voice in this matter. We deserve to have a say in decisions that so dramatically affect our lives. Around the U.S., proper methods for annexation are usually based on public votes and local government negotiations, ensuring the wishes of the affected community are respected. Unfortunately, this doesn't seem to be the case with these specific bills.
We urge everyone - whether you reside in Liberty Township, Hendricks County, that believes in the importance of local identity and self-determination - to oppose Bills #1472 and #1473. In addition, we want to set the record straight as well.
- The Developer claims that "the current annexation effort is limited to this property and associated public rights of way, as requested by the developer." However, House Bill #1473 will allow the town of Plainfield in the future to annex everything in-between the development and the town because it has created a "donut".
- It is said that "The Town already provides some services to the Deer Creek Golf Course and surrounding areas. Water and wastewater service lines are on or adjacent to the property. The Town has provided water service to the Deer Creek Golf Course and Belleville area since 2006." This is true. However, the service to the Belleville area and the current golf course has been done WITHOUT annexation. Therefore, this is not a good reason in and of itself to annex an area that is roughly in the middle of Liberty Township.
- The developer and/or town claims that "The Plainfield Fire Territory has responded to nearly 50% of all Fire and EMS calls in Liberty Township over the last six years— as mutual aid without compensation." This is incorrect. The numbers are based on information given a few years ago before our current Township Trustee worked to improve our Fire Department and get an ASL EMS crew. According to his records, in 2024, Liberty Township Fire Dept had an increase of 145.9% in mutual aid assistance to surrounding areas. In addition, mutual aid is common and we have also assisted Plainfield when they were in need.
- The developer and/or town has claimed that they have worked with the Mill Creek School Board. However, there is currently nothing in writing to hold the developer and/or town legally. Besides, there is more to life out here in Liberty Township than the school system.
- We are an agricultural community; and there is nothing in the bill that would protect our farmers.
