The Issue

Having been proud residents of the Verde Valley for over 50 years, we have witnessed its natural beauty and serene environment that make this place uniquely special. As members of the Cornville community, we are deeply concerned about the proposed commercial development at Hozho Springs Lodging and Event Space, located at 1385 S. Loy Rd, Cornville, Arizona 86325. We formally, firmly, and unequivocally oppose any commercial development, event venue expansion, lodging expansion, intensified use permits, zoning modifications, or any commercialization efforts associated with this proposal.

The Verde Valley is renowned for its stunning landscapes, biodiversity, and an ecosystem that supports various flora and fauna. Any alterations in its zoning and land use could devastate the ecological balance that has existed here for generations. Expanding lodging or events zones could lead to increased traffic, noise pollution, and infrastructure strain, harming our local wildlife and the peaceful living of residents.

Moreover, such commercial activities threaten the agricultural heritage of the region. Our community is home to numerous agricultural operators who rely on the pristine conditions of the land to produce quality and sustainable food products. The introduction of structures and activities that increase runoff and pollution could severely impact our crops and water quality, endangering the livelihoods that have been sustained here for decades.

By opposing the development and usage modifications at Hozho Springs, we aim to preserve the cultural and environmental integrity of Cornville. We respectfully urge our local authorities to prioritize sustainable, community-focused development initiatives that align with the character and needs of the Verde Valley residents.

FORMAL COMMUNITY PETITION AND NOTICE OF OPPOSITION

PRE26-000009 – HOZHO Springs Lodging and Event Space

1385 S. Loy Rd, Cornville, Arizona 86325

We, the undersigned residents, property owners, agricultural operators, conservation advocates, 

and community members of Cornville and the Verde Valley, formally, firmly, and unequivocally 

oppose any commercial development, event venue expansion, lodging expansion, intensified use 

permits, zoning modifications, or commercialization efforts associated with PRE26-000009 

located at 1385 S. Loy Rd, Cornville, Arizona 86325 beyond reasonable restoration and 

preservation of the historic property itself.

This property exists within an established rural residential and agricultural corridor zoned R1L-

70, and it must remain consistent with the intent, limitations, and protections associated with that 

zoning designation.

The residents of Cornville reject any attempt to transform this property into a commercial event 

venue, hospitality destination, retreat center, entertainment property, or tourism-driven 

commercial operation.

Furthermore, we formally request that all previous Conditional Use Permits, allowances, 

variances, or special considerations previously associated with this property be fully reevaluated 

and revoked under the current ownership structure and present-day community conditions.

Those permits and allowances were established decades ago under entirely different 

circumstances associated with Ms. Georgia Frontiere and a vastly different Cornville 

community.

Since that time, this residential area has experienced dramatic growth, increased density, 

increased traffic, expanded residential development, and significantly greater environmental 

strain. The realities of present-day Cornville are not remotely comparable to the conditions under 

which prior allowances may have originally been granted.

The community surrounding Loy Road has grown substantially, with countless additional homes, 

families, agricultural operations, conservation-focused properties, animal sanctuaries, and rural 

residents now directly impacted by any commercial intensification of this property.

Any attempt to rely on outdated conditional approvals from a different era while ignoring the 

current realities of this community is irresponsible and unacceptable.

This is no longer an isolated rural parcel.

It is now surrounded by a living residential and agricultural community that would bear the 

direct burden of commercial event traffic, noise, light pollution, environmental degradation, 

wildfire risk, wastewater strain, and tourism-related impacts.

The people of Cornville are not opposed to preservation.

We are opposed to commercialization disguised as preservation.

There should be absolutely no approvals, hearings, expanded planning efforts, or advancement of 

this proposal whatsoever until the community is fully provided with comprehensive independent 

studies and reports addressing every major impact associated with this proposal, including but 

not limited to:

• Full traffic impact studies

• Environmental impact reports

• Geological and hydrology studies

• Wildlife and habitat disruption assessments

• Drainage and runoff analyses

• Water usage projections

• Septic and wastewater impact evaluations

• Yavapai County Health Department reviews

• Fire risk and emergency response assessments

• Infrastructure capacity studies

• Noise and light pollution impact studies

• Long-term cumulative development impact analysis

These reports must be independently reviewed, fully transparent, and presented publicly to the 

Cornville community prior to any further consideration of this project.

The community deserves facts before decisions are made behind closed doors.

This proposal threatens the integrity of Oak Creek, the Cornville Ditch watershed systems, 

surrounding agricultural lands, nearby nature conservancies, animal sanctuaries, wildlife 

corridors, dark sky conditions, and the long-established rural identity of Cornville itself.

A commercial event venue at this location would permanently alter the surrounding area and 

irreversibly damage the peaceful residential and farming community that generations of residents 

worked to preserve.

Cornville is not a commercial entertainment district.

Loy Road is not designed for event venue traffic.

Oak Creek is not a disposable tourism asset.

R1L-70 zoning exists for a reason.

The undersigned formally demand that Yavapai County fully reject any commercialization or 

intensified use proposal associated with PRE26-000009 beyond historic restoration and 

preservation consistent with existing rural residential zoning standards.

We further demand complete transparency, public accountability, and full community review 

before any further action proceeds.
