Oppose City Bowl Shooting Range Lease Renewal

The Issue

We, the undersigned, call upon the Cape Town City Council to deny the lease renewal for the shooting range located in the quarry adjacent to Signal Hill and within the Cape Town City Bowl. This facility, operational since the 1980s, has long outlived its suitability to operate in a central and densely populated urban location for several compelling reasons:


1. **Noise Pollution**: The operation of the shooting range generates persistent gunshot noise that disrupts the peace of the surrounding residential areas—including Bo Kaap, Tamboerskloof, Oranjezicht, Vredehoek, and Zonnebloem—as well as iconic natural landmarks such as Table Mountain. The sound of gunfire resonates every weekend for all of Saturday and Sunday, creating a disturbance that is audible as far as Maclears Beacon - the highest point on Table Mountain.


2. **Public Safety and Security**: The poor condition of the facility and absence of any controlling management or perimeter security raises serious concerns about its safety and security. The potential for robberies at a site where firearms are routinely used is a significant risk not only to users but to the surrounding community.


3. **Tourism Impact**: The presence of a shooting range within the CBD negatively impacts the city's image and experience for tourists. As a top international destination, Cape Town's reputation is marred by the incongruity of having such a facility in its heart, an anomaly among the world’s greatest cities.


4. **Animal Welfare**: The noise from the shooting range is distressing to local wildlife and pets, affecting their well-being and quality of life.


This shooting range is a relic that does not belong in our vibrant, bustling city center. It is time for the Cape Town City Council to align the city’s infrastructure with its status as a world-renowned tourist destination and a hub of urban development. Denying the renewal of this lease will signify a step towards modernising our city and improving the quality of life for all residents and visitors.
