The Issue
Six years ago, I began keeping laying hens in Topeka, KS, not just as a hobby, but as a means of support for myself, my friends, and family. My flock has been providing fresh eggs daily and allowing me to use my surplus to raise money for a local nonprofit cat rescue. However, recent proposed changes to Topeka's fowl and poultry ordinances threaten this way of life for me and many others in our community.
In Topeka, like in many urban areas, keeping backyard poultry has become a popular method of attaining self-sustainability, reducing our reliance on commercial and sometimes environmentally harmful food sources. This practice promotes local ecology, provides natural fertilizer options, and of course a fresh food source. It also fosters community relationships through shared resources and knowledge.
The proposed ordinance changes could severely restrict the number of hens allowed per household, impose costly licensing, and increase restrictions that are difficult for many poultry keepers to comply with. While I understand the intentions behind these changes – to ensure public safety and environmental health – it's crucial that these new regulations do not undermine our personal autonomy or ability to provide sustainably for ourselves and our community.
Other cities have found a balance, with regulations that protect public interests while encouraging urban agriculture. For instance, Madison, WI, and Austin, TX, have clear ordinances that support both the safety of residents and the ability to keep chickens within city limits. These examples can guide us in formulating reasonable regulations that reflect Topeka's needs without hampering our citizens’ capacity to provide for themselves.
I urge the Topeka City Council to carefully consider the impact these ordinance changes will have on flock enthusiasts like myself and to explore more balanced solutions. We can work together to ensure that our city's policies support sustainable living while addressing legitimate health and safety concerns.
