Oppose Appeal against East Cambs District Council decision to refuse planning permission

The Issue

Inspectorate Appeal Reference APP/V0510/W/22/3310748

Description of Development: Residential development of 6 dwellings with associated landscape works. 

Land to the west of 75-91 The Causeway, Burwell, Cambridgeshire.

 

Residents of The Causeway, The Leys, Poplars Close and Newnham Lane, (adjacent to the proposed development site) hereby object to Luna Developments (Red) Ltd appeal to overturn East Cambridgeshire District Council's refusal to grant planning permission for the above. 

The objection is fully supported by the Parish Councillors for Burwell and a letter from the Parish Council Clerk confirms this.  All East Cambridgeshire District Council members who visited the site in person have previously objected to the development.  The 20% of committee members who did not oppose the development, did not visit the site.

Residents objections include concerns around the following:

Safety 

  • Vehicle access and egress at exit onto The Causeway.  This junction is effectively already a crossroads between residents' access; four local businesses; a route to school and national cycle route to the east and west of the village.  The exit from The Leys onto The Causeway is already unsafe, without adding to the volume of traffic both during and post construction.  
  • Compromised turning circle for large vehicles at development site. We believe the proposal includes a dangerous turning circle which would be impossible for lorry to turn during the construction phase, without overhanging a narrow footpath.  Please note it appears the lorry in the developer's plans is not drawn to scale.
  • Emergency services access to The Leys will be compromised during the building work.
  • Ash Grove retirement flats (next to The Leys) house elderly residents and those with compromised mobility.  A development at this site would present a risk to those residents who frequently traverse this site to visit local amenities.

Environmental Damage and Loss of Biodiversity

  • 75-91 The Causeway is deemed conservation land.
  • This land houses both newts and bats.  

Sense of intrusion and loss of privacy

  • These are not starter homes, rather luxury development homes with three stories and significant height presence, which would tower above and overlook adjacent buildings.

Significant Planning Application already approved in village

  • 350 houses have already been approved for the village.  We believe there is not an urgent requirement for 6 additional houses in a crammed space.
