The Issue
The Legion Track has been, up until the last decade, unrestricted to public use. Ever since the renovations to the field and track, the public has only been able to use the facility for limited hours which effectively make this public space unavailable to the public except during normal business hours. Other municipalities, schools, and public track facilities throughout Canada and the United States do not restrict access to their tracks. They allow the citizens that pay for these facilities to use them on their own schedules and unless there is a booking by a sport or event that precludes its use, the track stays open to the public so that anyone can make use of the facility even if the field has been booked.
The City of Thunder Bay needs to act in the benefit of all the citizenry and allow use of this facility. Supervision is not needed and is not the norm of track facilities throughout North America. It is like any other park, baseball field, or outdoor hockey rink; the facility should be accessible to the public. The current operating hours are unacceptable and unreasonable for people who work normal business hours. This needs to change and pedestrian access to the facility be granted regardless of posted hours.
If the city of Thunder Bay does not change the operations of the Legion Track, the city is taking away a publicly funded facility from the public, restricting options for fitness in the community, and blocking the formation of social communities brought together by the power of exercise. The City of Thunder Bay has effectively made the only public track off-limits to the public. The City of Thunder Bay needs to open this facility to the public.
