Over 30 years ago, Rhonda Vining’s life changed forever. At just 20 years old, she was a student at Emory Oxford College with dreams of becoming a neurosurgeon. But behind the surface of a promising future, Rhonda was trapped in an abusive relationship — one marked by fear, control, and violence.

One tragic day, during a confrontation filled with fear and desperation, Rhonda’s actions led to the loss of her boyfriend’s life and their unborn child. In that single moment, two families were shattered — the Singleton family, who lost their beloved son, and the Vining family, who lost Rhonda to a lifetime in prison.

For over three decades, Rhonda has lived every day with remorse, grief, and responsibility for her choices. She has grown into a woman who has dedicated herself to change, healing, and helping others. Her record in prison has been impeccable:

She has completed countless vocational, educational, and therapeutic programs.
She has been a mentor and support system for other women.
She has lived peacefully, consistently showing accountability, growth, and faith.
Rhonda is not asking anyone to forget the tragedy that occurred. She carries it with her always. But she is asking for what the Survivor’s Justice Act (HB582) was created for — a fair chance to have her history of abuse and her decades of proven rehabilitation fully considered.
