In 2019 The city of Tshwane Council took a resolution to inscource   3000 security officers who were working on municipal sites guarding and protecting city premises ..to date only 1300 security guards were inscourced leaving 1700 outside and many of them are now sitting at home doing nothing with no income to support their families and loved one's .
