Extend the SOL for child sexual abuse crimes from twelve to eighteen years.

The Issue

HB 2292 would extend the time victims of sexual abuse have to report the crime from twelve to eighteen years. It is estimated that one in four women in this country have been sexually abused as a child, and one out of every five men. Compounding the problem is the simple fact that the majority of sexual abuse – some studies putting the number at 90% – never gets reported. Current SOL favors the abusers over the victims. In many states, like Oklahoma, the statute of limitations on child sexual abuse is too short for victims, who, like myself, often find the courage to speak out and confront their abuser only after the statute of limitations has run out; hence, they lose their opportunity to seek justice. Survivors need TIME: time to heal and time to embolden themselves enough to hold their perpetrator accountable. The other important component of extending the statute of limitations is that when victims disclose their perpetrators, they expose previously unknown predators, who generally have more than one victim, to the public.
