We are Oklahomans. We are the people Mark Wayne Mullin has represented in the United States Senate since 2023. We are nurses and veterans, ranchers and first responders, parents and small business owners — and we are signing this petition because we believe qualifications and honesty still matter in public office.

We are asking the United States Senate to vote NO on the confirmation of Mark Wayne Mullin as Secretary of the Department of Homeland Security. We are directing this petition specifically to Sen. Rand Paul and Sen. Gary Peters — the Republican chairman and Democratic ranking member of the Senate Homeland Security Committee — because they made the case against this nomination most forcefully, and because we want them to know that Mullin's own Oklahoma constituents stand with them.

This is not about immigration policy or party politics. This is about basic fitness for one of the most demanding leadership jobs in the federal government. The facts are these:

1. He has no law enforcement experience — of any kind.

Not local, not state, not federal. The agencies Mullin would oversee — ICE, CBP, the Border Patrol, the Secret Service, the Coast Guard — all require leadership that understands law enforcement operations, the constitutional limits on the use of force, and the culture of the agencies they lead. Mullin has no background in any of them.

2. He has never overseen immigration enforcement — and DHS is already in legal crisis because of it.

In his entire time in Congress, Mullin has never once served on a committee with jurisdiction over ICE, Customs and Border Protection, Border Patrol, or immigration law. This matters not as a statement about immigration policy — it matters because DHS is currently facing dozens of active federal lawsuits over agents violating court orders during enforcement operations. If you want immigration enforcement done right — legally, effectively, and in a way that holds up in court — you need someone who has actually overseen it. Mullin has not, at any level, ever.

3. He has no national security, intelligence, or cybersecurity background.

DHS protects American elections, critical infrastructure, and digital systems through CISA. Mullin has never held a national security role, never served on the Senate Intelligence Committee, and has no professional background in any of these areas.

4. He has no emergency management experience — and Oklahoma depends on FEMA.

DHS oversees FEMA. Oklahoma is one of the most disaster-prone states in the nation. We depend on FEMA to respond when our communities are destroyed. Mullin has never led a disaster response at any level. He is also on record denying the climate science that underpins FEMA's preparedness planning, while accepting over $1.3 million from the oil and gas industry.

5. He never served on a committee with jurisdiction over DHS or homeland security.

In his time in Congress, Mullin has never once served on any committee responsible for homeland security, immigration policy, or emergency management. He is being asked to lead an agency whose portfolio he has never formally overseen.

6. He was not honest with Congress about his own background.

At his March 18, 2026 confirmation hearing, Mullin repeatedly insisted an overseas trip was "classified" and that the House of Representatives had classified his travel. The House has no such authority. After a secure Senate briefing, Sen. James Lankford — the Oklahoma Republican who nominated Mullin — told reporters the matter involved a private non-disclosure agreement, not a government classification. When the senator who nominated you has to correct your story after your own hearing, the Senate should take note.

7. He publicly condemned a killed American before any investigation concluded.

Alex Pretti — a U.S. citizen and ICU nurse — was killed by federal agents in Minneapolis in January 2026. Before any investigation had concluded, Mullin called him "deranged" on national television. He admitted at his hearing those words "probably should have been retracted." He is now asking to lead the agency whose agents killed Alex Pretti. Oklahoma nurses, paramedics, and healthcare workers deserve better.

8. His own Republican committee chairman voted no — over temperament and political violence.

Sen. Rand Paul, Republican chairman of the Senate Homeland Security Committee, voted NO on Mullin's confirmation. He cited Mullin's documented celebration of political violence — including saying he "understood" why a neighbor attacked Paul so severely it required surgery — and his on-record challenge to physically fight a witness during a Senate hearing. Paul asked directly: "I just wonder if someone who applauds violence against their political opponents is the right person to lead an agency that has struggled to accept limits to the proper use of force."

9. He told Oklahoma constituents their taxes don't pay his salary.

In 2017, while representing eastern Oklahoma's 2nd Congressional District in the House, Mullin told constituents at a town hall in Jay: "You say you pay for me to do this? That's bullcrap. I pay for myself." He was collecting $174,000 of public money annually when he said it. That moment is on video — and it speaks to how he sees the Oklahomans he serves.

10. His only documented qualification is loyalty to one person.

Multiple independent analyses of this nomination have concluded that Mullin's primary qualification is his unwavering personal loyalty to President Trump. He acknowledged speaking with the President "from a friend level." Loyalty is not a credential. The Department of Homeland Security has 260,000 employees who need a secretary who knows the job.

We ask the United States Senate to:

1. Vote NO on the confirmation of Mark Wayne Mullin as Secretary of Homeland Security.

2. Demand full public transparency about the nature of Mullin's overseas travel discrepancy before any floor vote.

3. Require that any DHS nominee demonstrate actual qualifications in law enforcement, national security, or emergency management — not just political loyalty.

We are grateful to Sen. Rand Paul and Sen. Gary Peters for asking the hard questions at the confirmation hearing. We want them to know that Oklahomans are standing with them.

The Department of Homeland Security is not a political reward. It is the agency responsible for keeping Oklahoma families — and American families — safe. We deserve a secretary who has earned that trust.

Signed,

Oklahomans who believe qualifications and honesty still matter in public office.
