Carlton Landing, Oklahoma: "New Urbanism" or Environmental and Community Disregard
The Issue
Since Carlton Landing's development in 2011 on the tenants of "New Urbanism," by it's founder Grant Humphreys, son of former Mayor of Oklahoma City, Kirk Humphreys, the town has dumped millions of gallons of unfiltered waste water onto the U.S. Army Corps of Engineers land and into Lake Eufaula, Oklahoma according to Oklahoma Department of Environmental Quality records.
Carlton Landing's first consent order from the Oklahoma DEQ was in 2012 and has continued to receive consent orders yearly since then as well as a criminal investigation in 2019. Despite the orders, the town has continued to brazenly dump waste water from their rapidly filled sewage lagoons. The Oklahoma DEQ has sited the town for and not limited to:
- rips and tears in the lining of lagoons allowing for seepage;
- a complete absence of lagoon liner since 2015 which has yet to be remedied in lagoon two as of 2020;
- unpermitted waste water lift station serving food trucks, uncontrolled access to lagoons;
- unpermitted bypass into a creek and Lake Eufaula;
- and failure to address the bypass issue.
Despite these court orders and blatant refusal to address the issues, Carlton Landing was given a ground lease of 420 acres by the U.S. Army Corp of Engineers for the development of a marina, amphitheater and campground. This lease initially appeared to be "dead in the water," according to founder Grant Humphreys testimony before the U.S. Senate's Environmental and Public Works Committee Subcommittee on Transportation and Infrastructure, until Senator Jim Inhofe stepped in and "met with the Tulsa District Commander" and was able to put political pressure on the Corps to allow the lease. The town has not only failed to meet the deadlines and terms of the lease agreement with the U.S. Army Corps of Engineers, but has also been informed by the Corps that the town must be in compliance with all Federal, State, and local laws concerning environment, yet to this day, they are still not in compliance and are still holding the lease.
We ask for your support to demand change and apply pressure to not only the DEQ but most importantly, the U.S. Army Corps of Engineers to hold this town accountable for their actions regardless of political pressures or the town's confidants.
Help us by signing this petition and return Roundtree Landing, the 420 acres Carlton Landing has leased, back to public land and stop the development of another potentially environmental hazardous area developed by Carlton Landing.
