The Issue

Dear Parole Board,
I am writing this letter on behalf of Larry Kincer. Larry was my late boyfriend of 4 years at the time of his murder. I cannot begin to express to you how his murder has affected my life over the past twenty-seven years. The pain I feel now is just as strong as it was on May 7th, 1994. At the time I was a freshman at The Ohio State University. I was starting a new chapter of my life. Because of one night of someone’s bad choices the innocence I once had was taken from me. A lot of time has passed since then, but the loss of Larry’s life still leaves a huge hole in so many of our lives. It is one of life's ironies that I appear before the Court for the reason that I do. But I do so to represent my late boyfriend. I’ll never know of the life we could have or would have had together. We were not given the chance to make these decisions. More than anything else, I do this to honor him, because if the roles were reversed, he would be doing the same. We both believed in the dignity that each human deserves. Of this I am certain. I also owe this to the other victims of violent crime who either stand silently by, or who speak and are not heard. I owe it to the public, as it is my civic duty as an abiding citizen. I owe it as well to Mathew May, who might not understand the magnitude of the loss they inflicted on the night of May 7th, 1994. Now that I am a mother I have often thought what I would do or feel if anything ever happened to my kids. I can now empathize with Larry’s mother on a whole new level. There should not be a release for someone that took the life of someone’s baby boy. Larry and his mother had such a special bond. They would sit at their kitchen table and talk for hours. They truly had a special bond. Mathew May's family can visit him in prison. I am sure that they have hoped and prayed that what happened that night would have never occurred, at least I hope. No matter how remorseful , how good they have been in prison, how much programming they have had this will never bring Larry back. Twenty-seven years in prison is not long enough for someone that shot Larry execution style in cold blood, then high five'd Prichard afterward all while Larrys brother standing 5 houses away saw the entire thing. Larry was a son, a grandson, a brother, an uncle, a boyfriend, and a friend. He never got the opportunity to be a husband or a father. All of this was taken away from him for a senseless act of violence. He was so loved that even to this day every May 7th his friends gather at the cemetery for reflection followed by a grill out to remember and honor Larry's life. Twenty seven years later and they are still doing this! This is how much he is loved. These men were not even looking for Larry. Larry never knew these people. They saw Larry walking down the sidewalk, only 5 houses away from his front door of his house. They were looking for a guy named Masters. They were also just coming from a house which they broke into and assaulted two people in hopes they would tell them where this Master’s kid was. Thinking Larry was this Masters kid as they drove by, Prichard said, "that's him", he stopped the car, May got out and shot Larry once in the back as Larry tried to run away. Then May, shot him execution style in the back of the head. Prichard was yelling out of the car, "that's my boy". Then they gave each other high fives. May was in jail a couple of months before shooting Larry for stealing a car. He has also spent time in juvenile detention. This shows what kind of path May was already on even before this horrendous crime. Larry was truly in the wrong place at the wrong time. If Mathew May would get out, he still has the chance to become a husband and father and spend time with family. Larry on the other hand will never have the chance to live on this earth again. We live by law in this county so that, ideally, no one will ever have to know what it is like to be a victim of such violent crime. I wish and hope that no one will have to go through what I or Larry’s family and friends experienced on the night of May 7th, 1994. What we have had to endure since and must carry with us the rest of our lives. Crimes such as that committed against family are intolerable in any society that calls itself not only free, but civilized. The law recognizes as much, and it provides for punishment that will ensure at least that others will not suffer again at the same hands, even if it does not prevent recurrence at the hands of others. On behalf of Larry, I respectfully request that those who committed this brutal crime receive the full punishment that the law provides. Two people were needed to complete this crime. Each of the two was as instrumental to its success as the other. Without the bullets and car, Larry would be alive. Without pulling the trigger, Larry would still be with us. Again, they did not even know Larry; this was done in cold blood. He was truly in the wrong place at the wrong time. They did have however, intent to kill someone. Writing this letter is hard but necessary. There are so many things that I want to say and stories that I want to tell you about the great person that Larry was. I just ask that you do not release Mathew May [A305482] and that he serves the MAX sentence of life. Larry is already serving his life sentence and it was not his choice. Larry never knew these men. He was 5 houses away from his own house! Larry's brother watched the entire thing from their house, he has never been the same since. Larry's parents heard the gunshots from inside their house, only to find out that it was their son brutality murdered execution style for no reason other than mistaken identity. May mistakenly thought Larry was the guy they were looking to kill that night. Watching your older brother get gunned down execution style is horrific. Mathew May made a choice that night to make a very bad decision regardless if they killed the wrong person. They must be held accountable for their actions.
