Recount general election votes & recast Electoral College votes for 2016 Election

Recount general election votes & recast Electoral College votes for 2016 Election
The Issue
After the results of last night's 2016 presidential election, Donald Trump won by 279 electoral votes and Hillary had 228 electoral votes.
I believe that these electoral votes need to be recounted and that the general election votes in each state need to be recounted as well.
I believe that many of these votes from each state were miscalculated and that some votes are extremely biased towards one candidate due to the majority of the Republician Party ruling over Congress. I also need to point out some other information about the election. There has been many cases of voter and election fraud throughout this election during early voting in many states and at some voting locations (ex. a public school library), there were no security cameras in the voting location so possibly some people actually got away with committing voter and election fraud on the general election day.
Did you know that El Paso, Texas is the only city in Texas that runs on Mountain Standard Time? So that means when the Secretary of State of Texas announced to Federal Election Commission at 7pm Central Standard Time, the polls were still open in El Paso, Texas at 6pm Mountain Standard Time and those votes in El Paso were not counted.
I believe that all of the votes need to be recounted and that the electoral college needs to recast their votes so that every vote counts in this election. If you have any questions, comments or concerns, feel free to ask
Thank You
