Objection against oversized & dangerous childcare in Carlingford

The issue

Notification from your Neighbour – Please Write an Objection Submission for New Childcare Facility Centre Development Application (DA/900/2022) at 32 Honiton Ave Carlingford

Dear Carlingford neighbours, 

Last year, in 2021, the developers at 32 Honiton Avenue proposed a Development Application (DA/63/2021) to Parramatta Council to build a 3-storey childcare for over 100 attendees (including staff and children). The matter went to the NSW Land and Environment Court on 27 September 2021 and was successfully discontinued. 

This year, we were notified that the developers at 32 Honiton Avenue again proposed a Development Application (DA/900/2022) to Parramatta Council to build a 3-storey childcare.

We ask that you write an objection to this new development application and voice our concerns. We need more than 10 unique submissions for it to be considered by the Parramatta Local Planning Panel. We have until the deadline, the 15 December 2022, to submit a submission. If you miss this date, you can ask Parramatta council for an extension via email.

New Development Application (DA/900/2022)

This new DA is not significantly different from the old DA. It proposes:

-       In the DA form: “accommodating 82 children, with ground and basement level parking for 21 cars.” On the public notification: “67 children with ground and basement level parking for 17 cars.” This number does not include the number of staff. 

-       3 storey building: 2 outdoor top floor play areas (4 outdoor play areas in total facing all sides).

-       An underground carpark/level (for 10 cars, a laundry, toilet, pantry, and kitchen) with 2 storeys above it. The entry/exit of this basement carpark is on Honiton Avenue East (on a dangerous winding road). The entry/exit will protrude from the ground level.

-       An above ground car park with an entry/exit on Coleman Avenue (7 visitor car parking).

-       A building taller than 9m building height at elevation line.

The new DA also proposes:

-       A new pedestrian entry and exit at Clover close (to access all three floors).

-       A fully metal roof which is incompatible with surrounding neighbouring properties.

Our concerns are:

-       Traffic and Safety

o   There have been multiple car accidents along the intersection between Coleman Ave and Honiton Ave

o   There are insufficient parking spaces for a childcare around the area

o   Traffic will be extremely negatively impacted by this development – There are two exits placed on two heavily utilised roads

-       Size and Scale

o   The property is in R2 zoning - the DA proposes a multi-storey building (3 storeys) with an underground carpark

o   It is a commercially large-scale building which will permanently impact surrounding properties

-       Noise Concerns for the number of 67+ children, (there are 2 top floor outdoor play areas, and 4 outdoor play areas in total). The Acoustic Report is calculated on the basis that outdoor play will be limited not more than 4 hours per day – we think there will be at least 8 hours of noise (the hours of operation is Monday to Friday 7:00am - 6:00pm)

-       Overshadowing impacting those south of the proposed development 

-       Privacy impacts (there are open windows and play areas visible on all sides of the building)
