Hasley Meadow Development on Horsebridge Road will not deliver what the overwhelming majority of Broughton Parish Residents want as indicated in the responses to the draft Broughton Neighbourhood Development Plan

It will in fact negatively impact the village and the essence of what we cherish. We need your support to stop this planning application.

The proposed 26/00985/OUTS planning application for residential dwellings of up to 40 homes at Hasley Meadows exceeds by any measures the last two housing developments in Broughton Parish. The scale and location of this planning application is inappropriate for a rural village and encroaches on the Parish’s open spaces, which are valued highly by its residents. This is overdevelopment.

The scale of the proposed housing development on a single site will put further strain on the local community facilities which are already stretched.

The Draft Broughton Neighbourhood Plan completed its Public Consultation (Regulation 14) on 10th May 2026 and Test Valley Borough Council are in the process of responding to the Public Consultation. The results of this Public Consultation show by overwhelming majority that Broughton residents believe in a balanced approach to development proposals which allow incremental housing development of limited scale whilst protecting the character of the village, its many open spaces linking it to the surrounding open countryside.

Why we are concerned

The proposed site for up to 40 houses on Hasley Meadows, Horsebridge Road in Broughton is unsuitable because of:

  • poor access via narrow country lane (Horsebridge Road)
  • the additional traffic and high number of vehicle movements it would generate on Horsebridge Road impacting safety of children / other pedestrians / cyclists / horses / mobility scooters
  • risk of frequent flooding from surface water / ground water on Horsebridge Road with narrow choke points / bends
  • possible contamination of Wallop Brook and River Test, world renowned chalk water courses
  • inappropriate overdevelopment on a single site in the Village

Our request

We call on Test Valley Borough Council to:

  • reject this planning application
  • safeguard our countryside and local environment
  • ensure that rural communities are not subjected to inappropriate and speculative development
  • take note of what an overwhelming majority of Broughton Parish Residents support in our local Neighbourhood Plan
