Object to construction of billiard hall near Marguerita Elementary School

The Issue

We, the undersigned residents and community members, formally request a public hearing and object to the proposed Minor Use Permit for the establishment of an 8,746 square-foot billiards hall known as “Qzone Billiards Hall” at 1645 West Valley Boulevard.
 
Community Concerns
Immediate Proximity to an Elementary School

The proposed billiards hall would be located approximately less than 1/4 mile from Marguerita Elementary School.
This distance places the project well within a school-influenced safety zone, where land uses should be carefully evaluated for impacts on children.
In addition, the site is near a K–8 school campus and two preschools along Valley Boulevard, further increasing concern for child safety and appropriate land-use compatibility.

Public Safety and Crime Concerns

Our community has already experienced an uptick in break-ins, trespassing, police activity, and non-local foot traffic.
A large-scale billiards hall hosting tournaments and events is likely to attract late-night crowds, loitering, smoking, and potentially intoxicated individuals, increasing risks in an area frequented daily by children and families.

Late-Night Operations and Alcohol-Related Risks

Although no liquor license is currently proposed, billiards halls commonly seek alcohol service after opening.
Comparable billiards establishments operate as late as 1:00 a.m., which raises serious concerns regarding noise, disorderly conduct, impaired driving, and public safety, especially given the close proximity to schools.


Incompatibility With Surrounding Uses

The proposed use is not cohesive with surrounding properties, including a nearby medical facility, where patients and staff expect a safe, quiet, and professional environment.
The intensity and scale of an entertainment venue of this size is inconsistent with the family-oriented, educational, and medical uses in the immediate vicinity.

Existing Vulnerabilities Along Valley Boulevard

Valley Boulevard already experiences challenges related to traffic congestion, transient activity, and public safety concerns.
Introducing a high-occupancy recreational venue would exacerbate existing conditions in a corridor already unsuitable for additional late-night or adult-oriented activity near schools.
 
Our Requests
We respectfully request that the City of Alhambra:

Hold a formal public hearing to allow residents, parents, and nearby schools to provide input.
Conduct a comprehensive review of public safety impacts, operating hours, traffic, noise, loitering, and cumulative effects.
Deny or reconsider the Minor Use Permit based on incompatibility with nearby schools, childcare facilities, medical uses, and residential neighborhoods.
 
Statement of Community Interest
We support responsible development that enhances community safety and quality of life. The proposed Qzone Billiards Hall, given its size, nature, and proximity to Marguerita Elementary School (less than 1/4 mile) and other child-centered facilities, does not meet these goals.
