To drive a vehicle you need a licence to prove your competency and understanding of the rules of the road. A bicycle does not require a licence. It is not normal anywhere in the world. Riding a bicycle is akin to walking. Or riding a skateboard or a scooter. Bicycles do not require registration. They have been universally deemed to be a vehicle which is human powered and not requiring registration. So why doe bicycle riders need to carry ID? Is is just a horrible denial of privacy.
