In one of the petitions titled “Nottingham City Council: End twin city status with Ningbo now!”, the author has suggested that the close relationship between Nottingham and Ningbo should be cancelled, this is what the author of petition claims: “We, residents of Nottingham, are expressing our deep concern on the close relationship between Nottingham and Ningbo, Nottingham’s sister City in China. 

Most western countries, including the UK, have been helping Ukraine against Russia’s aggression and taken a strong stand against totalitarianism. Meanwhile, China has obviously maintained a stance of pro-Russian pseudo-neutrality in various ways.

Back in September 2013, China signed a Sino-declaration with Ukraine, guaranteeing that China will protect Ukraine under threat of nuclear attack, but it’s clearly a broken promise. In March 2022, only Chinese and Russian judges voted against the UN's international court of justice (ICJ) 's order that Russia halts its invasion of Ukraine. In April 2022, China voted to keep Russia as a part of the United Nations Human Rights Council. China has also been financially supporting Russia including purchasing a large amount of Russian coal and oil in Chinese currency despite EU economic sanction.

From the Tiananmen Square massacre in 1989 and the Uyghur genocide since 2014, to the 2019 Hong Kong democratic movement, the whole world has witnessed that the totalitarian regime of China has been depriving its people of freedom and democracy. China's stance towards Russia's invasion aggravated the condition of Ukraine as it refused to label Russia's act as an invasion and condemn it but criticized western sanctions severely instead. 

Thus, based on all rationalities, we further call on Nottingham City Council to decouple from the Chinese city Ningbo to truly preserve the core value of Nottingham and stand against the evil force at all cost, just as they did previously to sever the sister city partnerships between Nottingham and Krasnodar in Russia and the Belarusian capital Minsk in March 2022.

We strongly urge everyone who shares the same values to sign this petition, sever the risky ties for Nottingham and be in solidarity with those who are suffering.” 

Based on the aforementioned, I would like to reinforce on the following points. Firstly, the author of the petition has long been famous on supporting on Hong Kong protestors’ violent acts towards innocent citizens with a different political view, as well as police officers. It has been crystal clear that the author has been a violence supporter, and any suggestions regarding UK governance and UK politics stated by him or her will inevitably pose an unpredictably disastrous effect towards UK national security. Therefore, it is strongly suggested that Nottingham government should be cautious during making decisions related to the matter. 

Secondly, the content raised by the petition author is clearly ridiculous and filled with flaws as well. To commence with, the author states that, “Meanwhile, China has obviously maintained a stance of pro-Russian pseudo-neutrality in various ways.”. It has been clear that during the Ukraine-Russia conflict, China’s spokesperson has repeatedly stated the view that our country never supports any acts which poses devastating affect towards world peace, as well as hoping all countries can reach a solution with peaceful means. Thus, our country China has never proposed any claims any war crime behaviors or violent acts posed by any countries. Hence, there is not any signs of what the so called “pro-Russian pseudo-neutrality”. Furthermore, it stated that “Back in September 2013, China signed a Sino-declaration with Ukraine, guaranteeing that China will protect Ukraine under threat of nuclear attack, but it’s clearly a broken promise.”. The author clearly does not pay attention to the contributions that our country that our country has done for promoting world peace. Our country has been providing humanitarian aid to Ukraine since early March. In specific, the first shipment of food and other necessities are part of a US$791,300 emergency aid donation in which China provides to Ukraine on 9th March 2022. Since there is not any nuclear incidents happened till this moment, it is ridiculous that the author uses the Sino-Ukraine declaration as an argument. Thus, there is not any signs of “broken promise” seen as well. Besides, the author states that, “China has also been financially supporting Russia including purchasing a large amount of Russian coal and oil in Chinese currency despite EU economic sanction.”. Such a deal was signed before the occurrence of the Russia-Ukraine war. Thus, there is not any signs proving that China provides economic aids towards Russia supporting its war crime behavior. Also, numerous claims including “Uyghur genocide since 2014”, “totalitarian regime of China has been depriving its people of freedom and democracy.”, “preserve the core value of Nottingham and stand against the evil force at all cost, just as they did previously to sever the sister city partnerships between Nottingham and Krasnodar in Russia and the Belarusian capital Minsk in March 2022.” and “risky ties for Nottingham and be in solidarity with those who are suffering.” are all totally ridiculous claims without any proof. All these kinds of proofs are all totally developed based on the evil western propaganda which mainly focuses on the theme of anti-China sentiment led by the US. For example, speaking of the so called “genocide”, up till this moment, the USA government has still not shown any exact proof towards the matter. The western politicians keep developing and expanding this anti-China propaganda through far-right television broadcasting network, for instance USA fox news, as well as displaying some so called “victims” in these TV shows. The most funny and ridiculous thing is that throughout the interviewing process, the “victims” did not present any exact claims proving such “genocidal” behaviors. Last not but least, the author has stated that, “China's stance towards Russia's invasion aggravated the condition of Ukraine as it refused to label Russia's act as an invasion and condemn it but criticized western sanctions severely instead.” I would like to reinforce that it is reasonable that based on the relatively close relations between Russia and China, it is definitely justifiable for every country to select their way to engage with other countries as long as it fits the domestic interest and its nationals the best.

To sum up, the UK economy rose at a dramatic annual rate of approximately 7.5 percent last year. Being a citizen of Nottingham, it is firmly hoped that the economy of Nottingham, as well as UK as a whole, can continue to develop at a stable and prosperous manner. To achieve such an aim, it is extremely vital that the UK government should always bear in mind that it should maintain a good relationship with other countries, especially with major economies and economic superpower with China as a symbolic example. Any acts which may hinder the economic relationship between UK and any economic superpowers in the world should be prevented. Therefore, it is reminded that the Nottingham government should be extremely cautious when considering the so called “Nottingham City Council: End twin city status with Ningbo now!” ridiculous claim. It is strongly recommended that the Nottingham government should not accept such unacceptable suggestion and not establishing the act of “cancelling the recent twin city status”. I, representing all Hongkongers and Chinese nationals living in UK, that we preserve the rights to hold demonstrations and protests in UK once the Nottingham government carry out any unreasonable acts.
