Subject: Stray dogs and cats in public shelters in Romania
Dear Ms Wünsche, Ms Scartezzini
Commissioner Kyriakides asked me to thank you for your Email of 6 January 2021 and to
reply on her behalf.
In your Email, you ask questions in relation with the welfare situation of stray dogs and
cats in public shelters in Romania.
The welfare of stray dogs and cats is not governed by European Union legislation. It
remains the sole responsibility of the Member State concerned. Therefore, there is no EU
legislation in this matter to be transposed in a national law.
The Commission has no information on Romanian law on killing of dogs.
Despite the fact that the welfare of stray dogs is not governed by EU rules, some concrete
actions were and are still undertaken by the Commission. In particular, the Commission
supports the work of the World Organisation for Animal Health (OIE) on guidelines for
the control of stray dog populations1
. In addition, within the framework of the OIE
Regional Platform on Animal Welfare for Europe2
, the Commission is assisting OIE
member countries in Eastern Europe, to achieve compliance with the standards set-up by
the guidelines. Romania is a member of the OIE.
Concerning the use of EU funds, I would like to inform you that the Commission services
did not direct subsidies for animal welfare to Romania.

2.Dear Minister Mr. Adrian Oros,
in January 2021 we sent you the copy of an email addressed to theRomanian Minister of Justice, Mr. Stelian Ion concerning the situation
of stray animals in Romania.
Meanwhile we have contacted the responsible EU Commissioner who informedus that Romania is a member of the OIE with its high standards of animal welfare for pets and strays.
Below you will find the translation of a NGO report on the reality oft
the public killing shelters in Romania. Corruption has installed a
"killing industry" of strays according to these reliable informations.
We would like you to know what is reported and what should not happen if
Romania would follow the OIE guidelines.
Killing innocent animals is a crime. We count on you and on Mr. Stelion
Ion, that this business will be stopped immediately and mistreatment and
killing shall be punished.
The victims of Auschwitz 2017 declared The Eleventh:
"You shall never remain indifferent.
Indifference kills."
We are of the opinion that all living beings deserve no indifference,
but protection and care.

Conditions in Romanian killing shelters
Until 2007 it was legal according to Romanian law to collect stray dogs
and kill them inspite of an existing animal protection legislation.
When Romania became member of the EU, it was no longer allowed to kill
living animals and also mistreatment was punished. But as the
measurements for castration were not legally installed the continuously
increasing number of strays could not effectively be reduced or controlled.
In September 2013 an alleged attack of strays dogs leading to the death
of a child was taken to issue a new legislation although until today it
is not proved that strays were responsible for the death of the child.
Since then it became again legal to kill strays, the main part of the
public shelters were transfered to killing shelters.
Since then the following system has been installed: Each catched stray
delivered to a shelter is worth € 50,-, so for dog catchers an
additional income developped with the result that often not only strays
but also pets are catched from gardens and farms and brought into
killing shelters where they are killed two weeks later (FRIDAYS FOR
DEATH) when their owners did not show up. In addition these animals are
easy victims, as pets they trust human beings.
A hugh and cruel business has developped in Romania, taxes are diverted
to the operators and the veterinary surgeons of the public killing
shelters for the medical treatment, the stay of the dogs and at the end
to the people who pick up the dead bodies of the animals. Due to
corruption the money that is dedicated to buy food and medicine for
these poor beings is filling the pockets of scrupulous persons. The
animals in the shelters are starving, do not get enough water, lay in
their excretions, do not get any medical treatments for their wounds,
following the slogan: "They must die anyway".
Even the killing process is extremely cruel after this nightmare of 14
days in a killing shelter. The dogs are not gently sent to sleep, they
are not narcotized when receiving the injection of T 61 often not placed
professionally directly into their hearts or lungs but suffering
terribly until death helps them to pass away. In some shelters they are
beaten to death, they die of hunger or thirst, die of illness, or in
order to save monthy the injections contain anti-freeze leading to a
horrible death fight, just to save money.
A number of international NGOs and animal protectors in Romania are
fighting since years against the killing and the conditions in the
killing shelters. They contact the mayers, the town and village
administrations, enlighten, offer castration campaigns. There are small
improvments to be found, but it seems that even decades still must pass
before the misery of the strays will find an end.
