Enel Green Power--the US arm of the large European energy company Enel S.p.A.--has proposed a solar utility of unprecedented scale here in North Annville Township. This installation will remove over 1,200 acres of prime farmland (17% of all farmland in our Township), damage home values, and change the aesthetics of North Annville forever. 

Solar sounds great, but this proposal goes farther than you'd imagine:

  • 58 homes would be within 100 feet of the installation. This is highly unusual: a 2018 study by the University of Texas looked at 956 solar farms and found that, "0.53 homes or fewer are located within 100 feet of the solar installations analyzed in this research." The North Annville solar site would thus have 109x more homes within 100 feet vs. the typical site.
  • 4.5 miles of county-designated "Scenic Roads" would have chain link fences and solar panels placed alongside them--that's 41% of the designated Scenic Roads in the township. 2.6 miles of that would be enclosed directly on both sides by these fences.
  • Over 72% of the installation would sit on "Agricultural Security Areas," as designated in our regional Comprehensive Plan. This designation is intended to"promote more permanent and viable farming operations over the long term by strengthening the farming community's sense of security in land use and the right to farm."

Please sign our petition to voice your concerns with the project. We are asking the North Annville Township board of supervisors to reject Lebanon Solar's zoning petition, and amend the current overly-permissive solar ordinance to provide for effective and responsible use of solar by our residents.
