No to Liquidation By Certification! Comply with COA Rules for Fund Liquidation!
The Issue
Public funds are the lifeblood of national progress, yet many officials fail to comply with COA rules for liquidation. Join us in demanding Congress, the Senate, and the proper authorities enforce full transparency and accountability with taxpayers' money.
The Filipino people demand transparency, accountability, and ethical stewardship of public funds from their leaders. The Commission on Audit (COA) plays a vital role in ensuring that government funds are used effectively, yet non-compliance with COA liquidation rules by members of Congress and the Senate continues to erode public trust.
The time to act is now. We, the undersigned, call on Congress, the Senate, and all relevant government bodies to address this issue by taking the following decisive actions:
1) Full Compliance with COA Rules
Mandate that all legislative offices and officials strictly adhere to COA guidelines for the liquidation of funds, ensuring timely and accurate submission of all required financial documents.
2) Public Transparency
Require that all liquidation reports be made accessible to the public through an online portal to enhance transparency and empower citizens to hold their leaders accountable.
3) Strict Enforcement and Penalties
Empower COA and relevant agencies to enforce compliance by imposing strict penalties on officials and staff who fail to submit complete and timely liquidation reports.
4) Independent Oversight Mechanism
Establish an independent oversight committee, in coordination with COA, to conduct regular audits and ensure legislative offices follow financial protocols.
We also extend our unwavering support to COA and its dedicated auditors who continue to fight for financial integrity in government. We urge the agency to maintain its vigilance and continue its efforts to uphold transparency and accountability.
To the Office of the Ombudsman, Department of Justice (DOJ), and other proper authorities, we call on you to strictly implement anti-corruption laws and take swift action against those guilty of misusing public funds.
This reform is essential to restore public trust, safeguard taxpayer money, and ensure public funds are directed toward programs and services that benefit the Filipino people.
