No tax on underwater camera and diving equipment upon tourist entry to Mexico!

The Issue

Divers and underwater photographers have been increasingly subjected to exorbitant taxation when entering Mexico through Cabo San Lucas, Mexico City, and Cancun airports. We are being charged large fees on our diving and photographic equipment — an unexpected cost that is having serious financial implications for many in our community. The ambiguity surrounding the tax status of underwater camera housings, strobes, video lights, and other associated equipment is causing this unnecessary hardship. Current Mexican customs regulations allow for the free entry of cameras. However, they do not specifically mention underwater housings and accompanying accessories. Nor do they classify diving equipment as sports equipment. This oversight or loophole is being exploited by customs officials to levy prohibitive taxes on these items. 

Tourists, especially underwater photographers, play a significant role in Mexico's economy. The images we capture from Mexico's stunning marine life and underwater landscapes reach audiences worldwide, enticing new tourists and bringing substantial revenue to Mexico. If this taxing continues, it could discourage photographers from visiting, resulting in a loss of potential tourism revenue for Mexico's many coastal cities and marine attractions. 

We are calling on the Mexican government to amend the customs rules to specify that underwater housings and related accessories, as well as diving equipment, are exempt from taxation. This simple clarification would support the sustainability of tourism in Mexico, particularly the growing sector of underwater photography.
