No shortchanging act: give customers what they deserve
The Issue
Shortchanging is defined as defrauding someone by giving them less change than they ought to be given after a transaction. It is an infamous act here in the Philippines where majority of business owners will insist to give candies to their customers as a substitute change for the loose coins. However, according to republic act no. 10909 or commonly known as "No Short Changing Act of 2016" A businessman cannot possibly give either insufficient or no change. All commercial enterprises, including sari-sari stores, government-owned and controlled corporations, and government agencies executing proprietary responsibilities are required to provide exact change to customers and are not permitted to do so in place of money. Back in the day, it became a habit on some stores and canteens in schools to offer candy as change especially if there was no currency but with the existence of a legislation surrounding this, a customer could protest if they were given candy in exchange.
