No shortchanging act: give customers what they deserve

The Issue

Shortchanging is defined as defrauding someone by giving them less change than they ought to be given after a transaction. It is an infamous act here in the Philippines where majority of business owners will insist to give candies to their customers as a substitute change for the loose coins. However, according to republic act no. 10909 or commonly known as "No Short Changing Act of 2016" A businessman cannot possibly give either insufficient or no change. All commercial enterprises, including sari-sari stores, government-owned and controlled corporations, and government agencies executing proprietary responsibilities are required to provide exact change to customers and are not permitted to do so in place of money. B

Back in the day, it became a habit on some stores and canteens in schools to offer candy as change especially if there was no currency but with the existence of a legislation surrounding this, a customer could protest if they were given candy in exchange.
