The Issue

Beginning in March 2026 up to September 2026, the Hawaiʻi islands have suffered from tropical hurricanes/cyclones and storms. 8 days ago—by the time of writing—it was announced on the Governor, Josh Green, website that the total cost for recovery efforts is up to $1 billion. Everyone has been hurt by these recent set of disasters; most importantly, many have been left without a home.

According to the Kauaʻi County, over 300 persons and dozens of pets were taken into emergency shelters. Along with that, volunteers for evacuation efforts were in place on the west and south side of Kauaʻi for more than 650 people, in preparation of potential worsening of the storm. On Oʻahu island, approximately 30,000 homes were hit with power outages with dozens stating through social media about their roofs getting torn off, flooding in their homes, and/or losing their houses altogether... To rewind a little, back in March, it was reported by outreach workers that homeless populations, specifically on Oʻahu and Hawaiʻi island, decided to endure the storm and floods instead of reach out for assistance or shelter. No longer should amounts of people to this degree (up to thousands) feel as though that they're a burden or cannot receive help.

The Housing Choice Voucher, otherwise known as the Section 8 Program, is the government's initiative to support low-income individuals, families, and seniors to afford housing. However, this initiative requires a person to apply, which they're then placed onto the waitlist until further notice. While these limitations are understandable, this program needs to acknowledge Hawaiian citizens that are displaced, homeless, or otherwise without proper shelter in regards to the climate. Part of the goal of Section 8 is to assist those in need—but there is a lack of advocacy for it to open up for those devastated by the hurricanes and storms.

The aim of this petition is for the Housing Choice Voucher program to support anyone without shelter from the storm, and for the program to receive support as well because of the increase of rent in Hawaiʻi. This financial rise has been a factor in suppressing the capabilities of the program. Every person has the right to help and to get help; no circumstances should stop anyone.
