No Home, No Voice: A Call to Protect Stray Dogs and Cats in the Philippines

The Issue

Many stray dogs and cats in the Philippines continue to suffer due to neglect, abandonment, and the lack of sustainable animal welfare programs. According to the Philippine Animal Welfare Society (PAWS), stray animals are commonly found roaming streets, markets, and residential areas without access to sufficient food, clean water, shelter, or veterinary care. As a result, these animals are highly vulnerable to malnutrition, injuries, diseases, and abuse.

According to the Bureau of Animal Industry (BAI), the increasing number of stray animals is largely caused by irresponsible pet ownership, including the abandonment of unwanted pets and the absence of accessible spay and neuter services. Without proper population control measures, stray dogs and cats continue to reproduce, worsening the situation and placing additional strain on local communities.

Beyond animal suffering, unmanaged stray animal populations also pose risks to public health and safety. According to the World Health Organization (WHO), stray animals are more likely to carry zoonotic diseases such as rabies, which remains a serious public health concern in the Philippines. In addition, road accidents involving stray animals are frequently reported, endangering both motorists and the animals themselves.

Despite the existence of animal welfare laws in the Philippines, their implementation remains weak. According to PAWS, limited resources, lack of animal shelters, insufficient trained personnel, and inadequate public education on responsible pet ownership prevent effective enforcement at the local level. Without immediate and coordinated action from the government and the community, the cycle of neglect, animal suffering, and community risk will continue to worsen.
